Some people regard education as the fundamental human right, and one of the most effective ways to alleviate poverty. Young people are the hope of future. However, millions of children and young people are denied the right to education today. According to the 2012 EFA Global Monitoring Report, Seventy-one million secondary school-aged youth in the world do not attend class. In poor nations, many youth never receive secondary education. Even for those who do enroll, graduation is never guaranteed. Students from economically disadvantaged homes and immigrants are found to be the most likely to drop out. UNESCO estimates that two hundred million youth in low and lower-middle income countries need a second chance to be educated. At the World Economics Forum, the global youth employment crisis was a principal topic. Where there is a crisis, there is an opportunity to successfully address it.
In the search for solutions to the problems presented, we should have at least some basic understanding of the situations that cause inequality in youth development and education. Disadvantaged people face constraints throughout their lives: conditions present at birth, family socioeconomic status, residential location, and chronic health conditions (Redd et al., 2002). In fact, substantial differences have been found in all kinds of post-secondary education opportunities and achievements among groups from different socioeconomic backgrounds. However, some 85% to 90% of the total association of each socioeconomic status with achievement can be mediated by a) high school performance, b) significant others’ influence, and c) educational and occupational aspirations (Sewell, 1971).
Literature shows that higher levels of education benefits individuals with increased chances for greater income, prestige, and power. In the present technological age, higher education gains more and more importance. World leaders, governments, and the global community must attend to the needs of the largest generation of young people in human history. They will be exposed to unemployment, poor health, civil unrest and increased vulnerability. We need solutions for a sustainable future. One trend in efforts to connect youth with economic opportunities is to offer youth with inadequate schooling a second chance at education and training, according the International Youth Foundation. Second-chance programs aim to reach these disadvantaged youth. Some programs help youth get back into formal education, others provide basic education as well as technical training for work opportunities. The disadvantaged youths, especially in developing countries, face the lack of the educational resources and more attention should be paid to them. The China is a typical developing country. In fact, the disadvantaged youth in China is also a serious problem. So it is necessary to do the research about the Chinese disadvantaged youth.
1.2 Project objective
Our research objective is to find what kind of programs or investments can successfully help the disadvantaged youths obtain the kind of education that will benefit them the most. In the research process, I will set the China as a main example for my research.
1.3 Research methods
First, the literature research method is used well in the research. Literature review helps us make clear the contents which we need and collect the useful data and information. In this way, the research has the found-mental theoretic support. Secondly, case study method is also used in the research. There are various organizations for youth development. We carefully select four organizations which are related to post-secondary education based on their visibility as the cases of the research. Then we can analyze the characteristics of these four samples and make the solution and implementation. These research methods can make the whole research effective.
1.4 Project process
In the following discussions, we will first try to discover what are the disadvantaged youth’s needs. Then we will identify commonalities in four organizations that have successfully addressed their needs. Next, we will briefly discuss the implications and feasibility in implementing programs for disadvantaged youth in China. At last, we will briefly draw the conclusion of the research.
