The case of the South China Sea is a number of nations that have made claims on all or part of the South China Sea, have occupied a lot of reefs and plundered the oil and natural gas resources. This has already threatened China's integrity and challenged maritime rights.

It is an enormous opportunity to solve the disputes. These countries occupied the islands with the supports from the US, while our country had no enough ocean naval and air forces. Now our army has increased its fighting strength and has more advanced weapons than before. While China’s growing military might coincides with the financial crisis, the US will not sacrifice its own benefits for some small countries.

China may adopt strategies for some time to come.

1. In order to master aero amphibious right urgently to protect sea rights and interests and guarantee territory safety, China must speed up the constructions of the South China Sea, and build some airports on some large islands. We must solve the problems of air support in the South China Sea to reverse the course that the small states take their advantage of geographic location to occupy the South China Sea. First, we must establish a military base in the South China Sea. Second, we need aircraft carriers.

2. We must build up our navies to strengthen the control in the South China Sea. Before we can totally control the South China Sea, fishery patrol ships should be sent for fishery management tasks and enhance the control in the South China Sea. Meanwhile the Chinese Navies have to keep an eye on other neighboring countries of the South China Sea. Once the fishery ships are frightened, the Chinese Navies will take military actions.

3. It is my proposal that to solve the problem in the framework of ASEAN and to avoid international. It is necessary to enhance political mutual trust and prevent outside powers participation. As a political and economic union, ASEAN has its positive sides. If we can reach an agreement with ASEAN, the states in the South China Sea will be constrained. The Declaration on Conduct of Parties in the South China Sea makes major contributions to enhancing mutual trust and maintaining peace and stability in the South China Sea. We must reinforce communication and consultation in time with ASEAN, and try to make new deals in the South China Sea.

4. China has consistently insisted to solve the South China Sea issue in the principle of shelving disputes and joint development. However China will never allow any countries pose a serious threat to the sovereignty and integrity of the country. We favor peaceful means of resolving the issues with some states such as Malaysia, but tough tactics to some other states like Vietnam and Philippines.

5. There are rich oil and gas resources in the South China Sea. We should accelerate the exploitation in the South China Sea. This may tackle energy problems in our country, and maintain our country's sovereignty as well.

  The South China Sea issue should be solved as soon as possible. China must take a lot of determination to seize opportunities to deal with it.
