Charter School Enrollment System
For Charter School Users
This web-based system collects charter school student enrollment information for the purpose of
calculating the payments to be made by school districts to charter schools. The Department of Education
(DOE) uses this information to calculate charter school aid payments.
Pursuant to N.J.A.C.6A:23A-15.3, in order to enroll in a charter school, a student must first be registered
in the school district in which the student resides. In some instances, this school district is not the district
where the student resides, but may be a regional school district. If a student is enrolled in a regional
school district, the regional school district is the district responsible for the payment of the charter school
aid for those students. Students are required to register at the resident school district, which may be a
regional school district, prior to attending the charter school.
Charter schools are required to conduct two enrollment counts which are submitted through this webbased enrollment system; October 15
th
and the last day of school. Funding for charter schools flows
through the schools district of residence. As a consequence, charter schools are required to submit a
listing of all students on roll on October 15 and as of the last day of school for the calculation of average
daily enrollment (ADE).
Pursuant to N.J.A.C. 6A:23A-15.3(g) initial payment schedules beginning in July of each budget year will
use the February projected enrollment. Following the October 15 count, all aid paid to the charter school
will be adjusted accordingly from the projected enrollment to average daily enrollment on October 15.
This current year adjustment will be spread evenly over the remaining pay periods in the school year. A
revised payment schedule will be provided reflecting that fact.
Following the year end enrollment count, a final adjustment will be calculated to account for changes in
the average daily enrollment from October 15 to the end of the school year. After the final enrollment
count on the last day of school, the Commissioner will issue a report for the end of year adjustment to
both the charter school and the school districts. If there is a reduction in aid, the charter school will be
required to pay the full amount of the reduction to the school district no later than September 30 of the
subsequent school year. If there is an increase in aid, the school district is required to pay the charter
school the full amount of the increase no later than September 30 of the subsequent school year. This
prior year adjustment will not be included in the current year payment schedule.
This information is intended to provide a brief overview of charter school enrollment counts and the
calculation of charter school aid. Please refer to N.J.A.C.6A:23A-15 for additional details.

FEU Migrates & Upgrades Automated Enrollment System

On July 21, Far Eastern University (FEU) hosted the contract signing for its Enrollment System Migration project. This aims to move the original FEU automated enrollment system, started in 2000 as a joint system development project with SQL*Wizard, to a more modern platform allowing the use of new and better technologies.
Along with acquiring new Linux servers and the setting up of a disaster recovery site, the project involves the migration of the Oracle database from version 8i to 10g, and the use of Oracle DataGuard for data replication as part of FEU's disaster recovery strategy. Once again, FEU tapped its partner of choice, SQL*Wizard, to help them in this endeavor.
“We are very excited to be working with FEU once more. Our partnership spans almost a decade now. This repeat business is a testament to our strong commitment to excellent service and our focus on our clients’ satisfaction,” says SQL*Wizard Managing Director, Dinah Salonga.
The July 21 event also saw the kickoff of user acceptance testing for the migrated Enrollment System application. SQL*Wizard’s project team met with the school’s department heads to discuss the project and advise them of what to expect from the new system.

Long Beach City College Switches On Enrollment System

Southern California community college Long Beach City College has gone live with a new Cognos-based enrollment management system that was designed by Irvine, CA-based professional services firm e2e Analytix.
Prior to installing the new system, LBCC, which has two main campuses and multiple satellites that support nine schools and 34 departments, handled its enrollment via manual spreadsheets. With no reporting, continuity, or standard practices, and with lengthy error corrections, the school’s enrollment management budgeting and planning took up to three months to compile, consolidate, and implement.
LBCC tapped e2e Analytix, which specializes in higher education, to design a web-based enrollment management system using Cognos Enterprise Planning software from Cognos Inc. (Ottawa, Ontario). Using Cognos for enrollment management was a unique application for Cognos, according to Dan Galuppo, e2e’s director of professional services, but the result delivers real-time data collection, consolidation, workflow, and calculations to help LBCC enrollment staff make faster and more informed decisions.
"Our new system provides flexible and powerful model development with the Cognos Analyst component and supports any business planning or customizing of the enrollment management model,” said Linda Umbdenstock, LBCC’s administrative dean of planning in a prepared statement. “The solution dramatically reduced the amount of time to process, consolidate and implement forecasts. It provided real-time service cost and expense planning per semester."
