Chapter I The Problem and Its Scope The Background of the Study: As a Christian Catholic institution, STC is continuously promoting its values to form, evangelized and committed evangelizers who will strive their best to serve and uphold the interest of their fellowmen (VMG of Saint Theresa College, 2007). Implementing its professional development program for a well-meaning instruction, research and community extension. STC has a dynamic concerned with the quality of education of the students equipped with the knowledge, skills and values necessary in today’s changing environment. Eventually, STC, is always offering the new program courses which is commendable to our society like; BS in Accountancy, BS in Accounting Technology, BS in Information Technology and many more and probably produced highly competent graduates with a sense of responsible leadership in the local and international community. Nowadays, STC, is trying to develop its technology with the use of Academic Portal [to the students] and the QuickEnroll System [to the enrollment system] which is the internet-based comprehensive effective e-learning system which supplements learning experience to the students and to the teachers. The Reason why you undertake the Study: I undertake this study, the QuickEnroll System in order to know more about the importance of computerized enrollment system especially in today’s world. Since, our time now is more on technology and the institution thinks always that its good to adopt QuickEnroll System, and because this can help our Enrollment makes or generate more faster and easier and to know-how and creative processes that may assist institution utilizes tools, resources and systems to solve the problems regarding big enrollment system. Enrollment system Enrollment systems are used in recording a student’s information. A well built one will reduce the load on the People that normally have to-do all the work. The University of Southeastern Philippines adopted new enrollment system for this school year 2009-2010. Enrollment system is a good step for the school. Enrollment system is useful specially when the school retrieves the important information from the student. In the enrollment system, the school can trace what are the standings of the students. Lack of enrollment system in a school it can lead to chaos and troubles, the students will be confuse on what they should do and how they will do to be able to enroll. It is extremely useful in the school in the way of making the processes of enrolling much easy. Theoretical Framework: Computers and Internet connections are becoming widely available in schools and classrooms. As ICT becomes more widely available, teachers and policymakers are turning their attention to the difficult task of understanding how best to integrate this technology into learning environments (Becker, Henry Jay. 1999). Also says, that ICT can be used in many different ways, and how it is integrated into educational settings depends largely on teachers' instructional goals and strategies(Becker, Henry Jay, 1999). Organizing instruction around problem solving makes new demands on teachers, including locating meaningful problems and projects and providing students with the resources and guidance for solving them. Teachers are finding that ICT can help them meet these demands, and they are integrating it into their instruction in many new and exciting ways. New forms of instructions (Birchard, Karen. 2001.), like. 1) Using technology to find and represent educational problem, 2) Using technology to find educational resources, 3) Using technology to summarize and present findings, and 4) Using technology for collaboration and distance education. Meanwhile, the educational role of technology has grown tremendously in several ways proving that technology use is undeniably capable of, and important for, helping teach content. As noted in NCTM (Suydam, 1990, as cited in Jarrett, 1998): The National Center for Education Statistics reports that there are virtually no differences in Internet access between poor schools and wealthier schools any more, as Internet access has steadily been increasing in public schools over time (Fox, 2005). Technology being infused into the schools is ongoing, unstoppable, and necessary. Thus, school use and access to new and current technologies is on the rise and more and more states have established technology standards for students, teachers, and administrators (Fox, 2005). Teachers have begun to use the Internet more frequently as a valuable tool in their instruction: [Students] complete their schoolwork more quickly; they are less likely to get stymied by material they don't understand; their papers and projects are more likely to draw upon up-to-date sources and state-of-the-art knowledge; and, they are better at juggling their school assignments and extracurricular activities when they use the Internet. (Levin & Arafeh, 2002, p. ii) However, student perceptions about the in-school uses of technology may be less positive, depending on several factors. One factor revealed in this study is student perception of insufficient teacher knowledge. Another factor that the students revealed is their disappointment in the lack of quality access and presence of excessive filtering systems that prevent them from accessing significant sites, especially those related to medical topics. They noted that while there were exceptions of positive and engaging uses of the Internet assigned by their teachers, they stated that Internet-related assignments were often of poor quality: They want to be assigned more—and more engaging—Internet activities that are relevant to their lives. Indeed, many students assert that this would significantly improve their attitude toward school and learning. (Levin & Arafeh, 2002, p. iv). The QuickEnroll System: QuickEnroll System is a web-based enrollment system that offers an effective and efficient way of processing and managing student enrollment, subject scheduling, student accounts and transcript of records. It comes with an intuitive user-interface that is easy to follow and understand. QuickEnroll System will eliminate tedious manual processes and will provide that capability to accurately produce comprehensive reports, as follows; Benefits: Convenient & systematic enrollment process * Links up all departments * Edits and updates records dynamically * Eliminates the hassle of manual processing * Automates management of TOR * Automates management of Billing * Accessible anywhere, anytime by authorized users * Provides management enrolment statistics Reliable & accurate record entry * Allows checking or pre-requisite and comparison or records * Reduces risks of errors for student information or record entry User friendly & well-organized environment * Comes with comprehensive instructions * Menus and commands are well-labeled and easily accessible * User-interface is clear and straightforward Secure & well-protected database * Prevents duplication of entry * Comes with a logging feature for audit train purposes * Prohibits unauthorized access Features: [Elementary] [High School] [COLLEGE] Enrollment Option * Curriculum base, block section, off semester subjects, departmentalized Change or Withdrawal of Subjects [C] * Change & withdrawal of subjects must be time constrained Grades [E][H.S.] / Credited Subjects [C] * Allows teachers to record grades per subject per course but disallows editing of grades after approval. Overloading Detection [C] * Detects unauthorized overloading of subjects Form 137 & TOR [C] * Prints 137 & TOR * Prohibits revision of grades once posted Admission Slip Generation * Automatic generation of admission slip or study load upon completion or enrolment procedures School Fees Set up * No tuition fee increase system option * Laboratory, Miscellaneous & other fees Billing Assessment * Updates accounts & payments * Print assessment Rule of Exemptions [C] * No pre-requisites for cross-enrollee * Authorized cross-department enrollment * Authorized change of grades User Profile-Based Systems * Access to functionalities dependent on user profile Logging Feature * All transactions made are logged ID System * Prompt & automated generation of students’ ID numbers. QuickEnroll System is a perfect platform for reengineering enrollment processes and achieving a new level of enrollment management. Conceptual Framework: QuickEnroll System Based on modular architecture, it facilitates a vast range of enrollment activities, with features that reflect the main enrollment management activities. The following are its program objectives: TO promote the comprehensive enrollment system designed to eliminate unwieldy paper processes; to sustain the efficient methods for enrolling, processing and managing benefit information; to provide the needed and storing information in a faster and more convenient way by storing file of the student enrollees; to lessen the effort of the personnel or staff in storing files of each student every now and then; this will serve as information especially for the irregular or working students, freshmen, transferee, and professor in able to get access in schedule, subject, professor, and student enrollees. Guidelines and Procedures: The following are the sequence before starting QuickEnroll System; Profile Access, creating profile access of the user is primarily made before logging in the QuickEnroll System; the Academic Year with the Semester, always say to it that the Academic Year and the semester should be renew every after the semester finished; encode all the programs; the latest course curriculum or the program offered by the institution should be encoded first by department. These are very useful for entering subject schedule; instructor’s profile, the teachers should create their own access. This is also important before entering subjects schedule in order to determine their individual loading; subjects scheduling; every semester we offered subjects differently from the other past semesters and we always need to change it with their corresponding time and days; enrollment proper, after all the basic requirements had been created we can now start the enrollment using QuickEnroll System. Statement of the Problem This study aims to determine the technological implications of the Quick Enrol System and the Academic Operation of Saint Theresa College of Tandag, Inc., Tandag, Surigao del Sur. The following are the sub-problems: 1. What is QuickEnroll System as to: 2.1 – Objectives 2.2 – Operations 2.3 – Availability of functional computer units 2.
