RUNNING HEAD: Miami School District Abstract The Miami school district has decided to redraw boundaries fro the upcoming year. The caused an unexpected increase in student enrollment. The school district hired extra staff to help in the time consuming process. The new boundaries would mean that many students will not be able to stay in their present school. Parents of the students started to voice their opinions and concerns with quality of education, increased travel time, crossing economic and cultural boundaries, affect on property values and the social effects on children as their top five. Parents from both schools sat down and began the time consuming task of redrawing boundary lines to set up the new enrollment for a new school—Norma Butler Bossard located at SW 144th St, and named after a woman who directed the language arts division. This plan is not favored by the parents .This decision would stop students from attending their home school and would make the transition very hard both on children and their parents. The main concern for parents is quality of education and increased travel time to and from school. The Miami school district is the internal stakeholder parents and children fall under stakeholders also. The Miami school district will come up with a plan that can benefit all parties involved. But it all comes down to who stays and who goes to the new school. Southwest 152nd Street is the biggest concern being the busiest street in the area. There are a few stakeholders involved in this negotiation conflict. The Miami School District is the internal stakeholder. The members of the board within the school district and the parents of the children attending are also stakeholders. Stakeholders are persons who have some sort of interest within a certain business. According to Nuseibeh and Easterbrook, as cited in Boutelle (2009), “Stakeholders are defined as “individuals or organizations that stand to gain or lose from the success or failure of a system.” The children attending the schools, though are not directly involved in the negotiation process, have a legitimated stake in the negotiation process. Their education will be effected if they are moved to a new school. The move will cause a loss of established friendships and the stress of making new friends. The parents, of course are considered stakeholders. They are not only concerned with the quality of their child’s or children’s education but also what routine s may be changed by the redrawing of the boundaries. For example, if a family with both parents working, only living within five minutes walking from the school it may be possible that the parents have decided that it would be safe for the child or children to walk home everyday. This would cut down on the cost of daycare or a parent needing to work fewer hours to be able pick the child or children from school everyday. The school staff and administrators would be another stakeholder. Increasing the number of students in a given class could add unneeded stress to the educators and tremendous amount of paperwork and an unmanageable amount of problem than the can handle. With too many student enrolled in one school how will the staff provide a high quality education and adequate care for each child. This could also increase the number of special needs children that the school is not equipped to care for. Crossing economic and cultural boundaries in the crossing economic innovation is the quickest way for the income growth. This economic way enforces a premium in economics that is a change of product, learning, and understanding in an ongoing way and learning adaptation to become and willingly to compete for a long-time learning process for change for better goals for all industries. An organization that has a particular specific goal to reach commits them to prospering. Business, Government and civic leaders have the need for a challenge the institutions and economic sectors and their own government for innovation cultures. The citizens and the opportunity are the living ways, and low productive. Innovation can be uncertain and complicated at times, and then can be increased in a growth to become very critical. When a business begins, many expectations are to be filled such as the failures with the growth of the economy. The income and employment growth has a part of this to change at anytime and learning from it. With the expansion of the of the economic growth, the quality is thought of more than the quantity of something and helps increase more job opportunities for employees and more job openings for advancement for employees This can lead to the economic development for success for the future. The effects on the property values with the Miami school district can often be effective in a positive way when a person or people with families purchase a home for the fist time buyers. This way the buyer has the advantage of owning property and living there. This can help the community to find a safe environment and district for the education of the children. Schools can be closer to homes and in the district that the children would attend along with guidelines, which would make it a good investment in purchasing a home close to the school. The school board was appointed to provide the best solutions for educating students within their boundaries. As the year comes to an end, the concern arises on how to accommodate the increasing number of new students entering some areas of the boundaries. It has been determined that boundaries will need to be changed since some schools have reached capacity and can no longer accept additional students. Changes are needed to maintain the education standards required for each school. This is an important school board responsibility entrusted by the parents they serve to find the best solutions to meet the needs of students in the area. A unique negotiation approach will be required to not only inform the community they serve but to allow them to voice their concerns as well, knowing that some children may be directed to other schools. The integrated negotiation style (Lewicki, Saunders, & Barry, 2006) has been selected because of it methods of listening to the concerns of others, their views and needs, and provide the board the opportunity to win their trust when making important decisions that affect the quality of their children’s education. The negotiation style focuses on the identifying creative and effective solutions and developing an outcome that will be efficient when implemented. Also, it is designed to help better understand the needs of the affected families and the objections to change that will have to be implemented next year. The first step will be to assure that there is free flow of information disseminated to the community to begin the communication process and create awareness about the school boards concerns to provide enough class rooms for new incoming students next year. This step will play an instrumental role in building trust within the community and supports the integrated negotiation style. Because their now too many new students concentrated in some areas only served by one school, students may now be required to attend another nearby school. Knowing that any decisions made will require significant planning, the school board will announce that it has hired independent experts to study in depth the needs for the district and will play a role in making recommendations that best serves the community. Additionally, during the first press conference, the school board will announce plans to have one or two public forum meetings to discuss developments and allow parents to discuss needs and concerns. It will be important to show that the board cares and wants to better understand how they feel and why. Prior to the forums, a letter will be sent to all parents in the district to announce the planned agenda to control the discussion and to allow the opportunity for asking questions and hearing answers (Lewicki, Saunders, & Barry, 2006). Questions must relate to the established agenda to stay focused on the important areas of concern. Parents will be assured that the number one goal is to preserve the quality of education, accommodate future growth and implement changes that require a minimal amount of change. Key tactics will be used to broaden and expand the pie of discussion regarding the concerns that parents may have about the change in boundaries and the impact it will have on them and their children. Initially, a great number of parents will not be happy with changes that will ultimately have to be implemented, so the board will address other issues that will impact their decisions and could potentially impact the community as well within the district. The board will discuss, the fact that, if new boundaries are not developed to redistribute students, the school may have to recommend that new schools be built which will substantially raise taxes for homeowners in the area. If families to choose to support the new plans to change boundaries, it will benefit both in resolving the matter with limited objections. This approach would be considered a logrolling method (Lewicki, Saunders, & Barry, 2006) , with both parties willing to make compromises which that benefit one another. By helping families save money this minimizes the number of people willing to fight any recommended changes needed. In addition to the board assuring a quality education for children, they are saving the community money as well. Some parents may be concern with the additional costs incurred by transporting their children further distances to school. For those that may be impacted the most, an additional tax back might be proposed to influence their support in decisions being made. During the integration negotiation process, the process of bridging (Lewicki, Saunders, & Barry, 2006) will be used to focus on addressing the underlying interest of families within the boundaries to develop solutions that will best accommodate their concerns and needs. The decision to redraw boundaries is because of increased enrollment. The purpose of this would be to provide its students with quality education the classrooms would end up overcrowded with less one on one attention for students. Teachers would have a problem with overcrowded classrooms. The new plan in effect would prevent many students from staying in their current school. Quality of education is a big concern; increased travel time for students, staff and, parents is a concern as well. Race is a big factor in this case.
