DARPA-SN-10-53 DARPA/IPTO Resilient Command and Control (RC2) Industry Day – June 24, 2010 Chantilly, VA The Defense Advanced Research Projects Agency (DARPA) will conduct a briefing in support of the anticipated RC2 program Broad Agency Announcement (BAA). This announcement is issued solely for information and program planning purposes. When released, the BAA will be found on the Federal Business Opportunities website, http://www.fedbizopps.gov. This Industry Day is classified SECRET and therefore attendance is limited to individuals with US DOD SECRET clearances or higher. Attendance at the Industry Day is voluntary and is not required to propose to subsequent Broad Agency Announcements (if any) or research solicitations (if any) on this topic. The Industry Day does not constitute a formal solicitation for proposals or abstracts. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. DARPA will not provide reimbursement for costs incurred to participate in this Industry Day. Interested parties to this notice are cautioned that nothing herein obligates the Government to issue a solicitation. BACKGROUND Historically, superior C2 training and systems have enabled the United States military to maintain information dominance over potential adversaries. Over the past few decades, US military operations have become dependent on an increasingly complex network of C2 systems. These systems include an array of intelligence (including sensor), communication, and information processing systems that are used to collect, transmit, and process information to support situation awareness and decision making, and then promulgate the Commander’s intent and operational decisions. The more distributed and/or joint the operations, the more disparate these systems are and the more likely they are to include nonorganic assets (i.e., assets that are not under the control of the organizations that rely on them). Further, in order to reduce costs and redundancy, the US military has shifted away from separate, stove-piped systems toward using shared resources to support a broader array of C2 systems and activities. As a result, many C2 system elements are no longer explicitly tied to the specific operational missions that they are supposed to support; rather, they are managed by outside organizations using processes tuned to generic capabilities and services. Under these circumstances, commanders and their staffs are limited in their ability to understand the current health and status of the C2 systems they rely on, and have no tools to monitor the relationship of those systems to the operational missions or to understand the impact of C2 system failures on mission plans, let alone replan or realign the C2 systems to maximize operational success and minimize operational disruptions. Further complicating this situation is threat of attack, both physical and cyber, on US C2 and information systems. Such attacks not only threaten US military C2 systems; they also pose a potential threat to US national and international civilian C2 and information systems, including financial, logistics, energy, etc. The goals of the Industry Day are threefold: 1) to familiarize participants with DARPA’s interest in the RC2 technology; 2) to identify potential offerors and promote understanding of the BAA proposal requirements; and 3) to promote discussion of synergistic capabilities among potential program participants. It is DARPA’s desire to facilitate the formation of strong teams and business relationships in order to develop comprehensive, quality responses to any potential DARPA solicitation. Information on the anticipated RC2 BAA will be available at http://www.darpa.mil/ipto/solicit/solicit_open.asp following the publication of the BAA in FedBizOpps. It is anticipated the RC2 BAA will be released toward the end of June 2010.
