In performing this role, the above Regulations place specific legal duties and responsibilities on me, which I am legally bound to comply with, and to ensure that health and safety is integrated into all elements of the design and management phases of all UKPN capital works projects from the start, and to encourage everyone involved in these projects to work together to improve the planning and management of the relevant projects, identify hazards and risks involved in these projects early on, and to target effort where it can do the most good in terms of health and safety and to discourage unnecessary bureaucracy. The Construction (Design and Management) Regulations 2007 are intended to focus the attention of Designers, Engineers and Project Managers on planning and management throughout the design and construction phases of all projects, from the initial design concept onwards; the aim being for health and safety considerations to be treated as an essential but normal part of the project's development, and not treated as an afterthought or bolt-on extra. Generally in undertaking this role within the business, I am required to meet the competency standards defined within the Construction (Design and Management) Regulations 2007, and those additional requirements defined by UKPN within the job description for my post, which in addition to defining my role and responsibilities, also outlines the Knowledge, Skills, Qualifications and Experience criteria that I am expected to meet or exceed. • Arranging for the purchase and/or hire of sufficient quantity of confined spaces training equipment (to the UKPN standards and specifications), and that all such equipment is available and in a serviceable condition for each programmed confined spaces training and refresher training course. • Ensuring that the training facilities required for the course (i.e. the confined spaces training facility located on the ground floor, and training room directly above (with manhole entry into the training facility below) are available for use as per the programmed courses. It is therefore essential that trainers involved in the provision of confined spaces training are aware not only of the legal requirements imposed in respect of the selection of persons for such training, but possess the knowledge, skills and experience necessary to be able to assess candidates at an early stage in the training process as to their disposition and suitability to undertake work of this nature.
