My Proposal for a New Health Care System Kelly Schwebel HCA 210 September 26, 2010 Deb McKinney MSN, MBA/HCM, RN My Proposal for a New Health Care System The Untied States is facing a major health care crisis. Mainly because of the rising cost of heath care and insurance some individuals and families have to go without health care treatment. The cost of health care has been rising dramatically throughout the years because of technological advances in treatment and also preventative medicine. Some private insurance plans have certain limits to the physicians covered and also the number of in-patient hospital stays. This could cause the patient more out-of-pocket cost if the patient has to stay longer than what is allowed. There are many families and individuals who do not have any medical coverage due to the high cost in health care coverage. Although the health care law signed by President Obama in March is designed to ensure an additional 32 million people in public and private programs, it doesn't fully kick in until 2014. For the next few years, experts say, the problem could get worse. The average cost to insure a family of four is already about $14,000 (USA Today, 2010). Below I have found a chart of that shows the increase in people without insurance by the year. [pic] Looking at the new health care reform said to go into place September 23, 2010, does not seem very promising for most low income families as well. Insurance companies still have the right to refuse the benefits. Aetna and Anthem Blue Cross, California's largest health insurer, announced that they no longer will issue any child-only policies. Nationwide, many low-income parents who cannot afford family coverage buy it only for young children. The insurers will deny coverage to about 500,000 children, including some in Pennsylvania, in Aetna's case. They likely will be covered under state and federal programs, or by health care providers without compensation (Citizen, 2010). The plan that I am developing will hopefully solve some if not many of these problems that individuals face. In a 2002 survey the average household spent $2,350 a year, or 4.8 % of its income, on health care. Roughly 20 million American families, or 43 million people, reported financial problems related to paying medical bills in 2003 (US Department of Health and Human Services, 2005). This program will provide access to medical treatment for all families or individuals regardless of there age, income, or any pre-existing conditions. It will ensure that all individuals get health insurance at an affordable rate based on there income. The plan will include a broaden selection of physicians and increase the amount of days for in-patient treatment. The vision of my health care proposal is to have an affordable plan with low co-pays, and affordable premiums. The plan will also provide smaller companies a way to offer insurance to all of their employees at an affordable rate. All working individuals will benefit from acquiring an affordable insurance plan no matter if they are full or part time. There will always be disadvantages that individuals will find in any health care plan that is developed, but a big advantage here is that there will be affordable health care offered to all individuals. This plan is to ensure that everyone of every population will be able to have health care insurance no mater what there income limits. So if they are living in poverty there will be an insurance plan for them. The plan may not be as upscale as someone who makes a hundred thousand a year, but it will ensure basic health care needs and preventative measures for the patient and the patients family. As a result this will cut down on the amount of illnesses in the Untied States because individuals will be able to afford to go for annual checkups as a preventative measure to staying healthy. Under this plan an individual will be covered for any exam from head to toe. Limits will be set as to what treatments or procedures an individual can have. Cosmetic surgery will be one of these unless it is for reconstruction from a car accident, cancer, or another unexpected incident. Another one that will not be covered is gastric bypass surgery, unless it is medically necessary for a serious medical concern by a physician. To make health care more affordable the United States Government could put a regulation on the amount that health care providers can charge for services rendered. The regulation will be beneficial in controlling the rising cost of health care. This will be beneficial to individuals and the insurance providers. With the cost of health care being lower the insurance companies will save on the amount they have to pay out for claims, and as a result can offer individuals lower health care premiums. The lower cost of health insurance premiums will be beneficial to employers because they would save on the cost of carrying insurance for their employees. The only problems I could see with my proposal would be the effect it would have on the heath care providers. The heath care provider may not provide the quality of care that the patient deserves if the cost of their services has been controlled by the government. I believe that this proposal will be beneficial to The Unites States healthcare system because by controlling the cost of heath care and providing health insurance to all individuals in return helps creates healthier individuals who do not always have to go to the doctor all the time. Yes there are ups and downs in every healthcare system but the benefits would be that everyone would be able to afford health insurance. Reference USA Today. (2010).
