Organizing Management Function University of Phoenix MGT 330 Organization Function of Management The organizing function of management is to establish the internal organizational structure of the organization, and to focus on the areas such as, division of labor, coordination, control of tasks, and the flow of information within the organization. In addition to those areas, it involves insuring the necessary resources are available to carry out the plan, and involves the process of creating structure, relationships and allocating resources to succeed with the completion of the goals. In the relation to government organizations, the organizing function of management is important. It enables government officials to ensure their resources are properly allocated and distributed efficiently and effectively. Resources such as physical assets, monetary, human resources, knowledge, and technology play an important role in the operation of any government office. Human Resources Human resources, pertaining to government offices, can be defined as the different kinds of professional and non-professional staff responsible for public and internal support. The performance and benefits the system can deliver is dependant largely on the knowledge, skills, and ambition of the individuals responsible for administering the tax laws and follow the code. The size, distribution, and composition of the taxation department is important, because it indicates to the public the efficiency and effectiveness of the delivery of services to the taxpayers. More staff is needed in the personal income tax areas because the majority of taxes that are collected are the personal income taxes associated with income. A properly trained and competent staff is essential to the success of the tax department, so new options for the education and training of tax agents are required to ensure that the staff is aware and prepared to meet the needs of the public. By offering a large amount of training and seminars for the changes in tax laws and enforcement of the laws, the tax department is able to keep the human resources of the department fresh and new. Ohio Department of Taxation (ODT) provides internal training classes for all employees to ensure the knowledge is taught and understood. By providing these training resources and classes, ODT is able to assist the public in questions pertaining to the filing of personal income tax returns and the compliance of the filing. By optimizing the amount of classes that are available ODT is able to provide good customer service and assistance to the public that is responsible for filing income tax returns. The training classes available do not focus mainly on the administration of taxes, but they also have available internal training to strengthen skills of the employees. Such as, training and computer classes, with these classes available an employee is able to strengthen an area that they are not strong in and are able to insure the success of the organization by meeting the goal to provide outstanding customer service. Technology Another important organizational resource is technology. The fast-changing and dynamic improvement and development of technology, it is essential in the administration of taxes and ways of filing. The application of advanced and new technologies within ODT has given the employees of the department the ability to provide more efficient and effective ways of assisting taxpayers. Changes in technologies have expanded the ways of filing by extremes within the past twenty years. In essence, the use of advanced technology within the department has increased the amount of compliance for every individual. The advancements have increased the way taxpayers file a tax return, pay for taxes due, and receive notices. The individual has many ways of filing from tele-file, i-file, e-file, and e-payments. The technological resources available due has made it easier for the department to administer the taxes effectively and efficiently. ODT has expanded the options and made available the resources for taxpayers to file electronically and ask questions electronically. ODT recently started the creation of a new program known as STARS (State Taxation and Revenue System), the program is a four-and-a-half year project that will upgrade the department’s 27 existing computer systems, some of which are dating back to the 1980’s. With this coordinated packed of hardware and software the department estimates the project will more than pay for itself by reducing the costs of the current programs and increase revenue collections. The program will consist of six phases, the first will replace the computer systems that help administer the state sales and use tax, the corporate franchise tax, and employer withholding for state and school district income taxes. The remaining taxes are scheduled to come online by the end of 2012. STARS is expected to generate a $271 million return on investment during the fist six years of operations through a combination of reduced expenses and more efficient tax collections. The new system is expected to expand customer services options to allow taxpayers to directly access and manage their tax accounts. The use of the new system is a great expenditure in the beginning, but the end result of allowing more technological advances within ODT will allow the customer service to greatly improve. Currently, in order to assist a taxpayer through the phone there may be a chance an agent will have to access two to three separate programs to gather all the information needed. With the implementation of STARS all account information will be easily assessable in one program and will allow the phone call to drop in time, allowing for less wait time for customer service. ODT has made many of changes to multiple areas of customer service, human resources, technology, knowledge, monetary, and physical assets. ODT has made a broad band of training classes available, customer service options, and knowledge base within the organization. The use of human resources has greatly improved over the years and has paid off for the department. The investment in the human resources has had a great turn around in revenue and performance for the department. Even though the economic down fall has put a great deal of pressure on the budget available for the government, including ODT, because ODT is a revenue generating department the budget has only been effected a little in the way of cuts. The legislature sees ODT as a revenue generating department and has allowed for budget expansions in some areas to provide better customer service for the public. References McKinney, M. (2008).
