The charter school is my favorite thing about No Child Left Behind. It makes sure that requirements that research are scientifically proven. There still is crime at schools. The financial burden on local school is high. The rural areas have a different makeup. The student accountability makes sure that the disabled are not overlooked. No Child Left Behind names public charter schools as a school-choice option for children in schools that are identified for “improvement, corrective action or restructuring“, because they offer a viable alternative to public schools in the traditional system. The development of charter schools began in the 1990s for providing expanded educational options for parents within the public school system. Today there are some 2,700 U.S. charter schools serving some 700,000 students nationwide. Only thirty-nine states have them. Charter schools are doing groundbreaking things in Texas like having daycare for students onsite, helping students that are ADD or in rehab finish there high school degree. In a regular high school, a student that has been in jail or homeless may fall in between the cracks. At the charter schools , teachers find it to be their calling to help trouble teens finish high school and even apply for college. Students can even finish their high school degree early is what Rick Panter , the principal of Winfree , advised me. No Child Left Behind requires that “priority in providing school choice be given to the lowest achieving children from low-income families”. Supplemental educational services are available. Academic instruction designed to increase the academic achievement of students in schools that have not met State targets for increasing student achievement (adequate yearly progress) for three or more years can even be in faith based settings. No Child Left Behind sets requirements to ensure that research is scientifically proven. Parents will be able to ask their principal, teachers and school board members about the extent to which they select programs and curricula that the research has determined to be effective. These studies cover Curriculum-based Interventions for Increasing K-12 Math Achievement; High School Dropout Prevention; Peer-Assisted Learning in Elementary Schools: Reading, Mathematics and Science Gains; Interventions to Reduce Delinquent, Disorderly and Violent Behavior, in and out of School; and Interventions for Elementary English Language Learners: Increasing English Language Acquisition and Academic Achievement. “In 2000, students ages 12 through 18 were victims of about 1.9 million crimes at school, including about 128,000 serious violent crimes (including rape, sexual assault, robbery and aggravated assault). About 29 percent of students in grades 9 through 12 reported that someone had offered, sold or given them an illegal drug on school property.” is reported on the ed.gov website. Crime is going down. Yet there still a lot to be done to make some schools safe. Some Texas schools want teachers to carry guns. Most want at lest metal detectors. The June 7 , 2010 Bloomberg Business week states “The U.S. Supreme Court refused to reinstate a challenge to the No Child Left Behind education law, rejecting an appeal that said the federal measure is imposing an impermissible financial burden on local school districts. The justices today left intact a lower court decision that threw out the lawsuit, which was pressed by nine school districts in Michigan, Texas and Vermont. The suit aimed to enforce a provision in the 2001 measure that says states and school districts can’t be forced to spend their own money implementing the law’s testing requirements and other rules. The school districts contended that Congress under-funded the law by more than $30 billion from 2002 to 2006.” So funding is the major challenge. Schools with very small numbers of "test-takers", below the minimum should be excluded from AYP calculations. “ Many rural districts have had difficulty recruiting and retaining highly qualified teachers. Low salaries, remote locations, challenging students and school conditions make some rural locations less attractive to new teachers.” per the Rural Educator, The, Spring 2005 by Jimerson, Lorna The makeup of the households in rural areas are at a disadvantage. So the challenges they face are age, race, income, and being poorly staffed. So state boards of education need to help with funding to recruit better teachers and to help cover the testing fees. In the past, students with disabilities were excluded from assessments and accountability systems. The consequence was that they did not receive the attention that they deserved. There was no external measure to indicate whether the disabled children were learning enough to attend college or enter the workforce. No Child Left Behind is good for students with disabilities because it ensures that schools are held accountable for the disabled students educational results. The charter school changes the way students learn for the better. . No Child Left Behind makes sure that requirements are scientifically proven. The financial burden on local schools is high. The rural areas need help. The student accountability needs to be increased.
