HISTORY
Between 1918 and 1921, the Municipality of Batangas began the initial development of the Batangas Waterworks by purchasing a piece of land and constructing a building worth P 20,000.0. on September 26, 1922, the Batangas Municipal Council passed Ordinance No. 17, and with the approval of the Batangas Provincial Board, directed the waterworks to provide water service to the residents of the municipality. On January 14, 1925, a joint circular of the Chief Executive Bureau, the Director of Public Works, the Secretary of the Interior and the Secretary of Commerce and Communications authorized the administration of the waterworks by the Batangas Municipal Council. During the same year, the Public Utility Commission issued a Certificate of Public Conveyance (CPC) to the Municipality of Batangas for operating the waterworks.
On June 18, 1955, the National Waterworks and Sewerage Authority, or otherwise known as NAWASA, formed through R.A. 1383. Measures were immediately made to push for the turnover of the ownership and management of all local waterworks system to this new agency and on September 19, 1955, Executive Order No. 127, series of 1955, was issued by then President Ramon Magsaysay for its implementation. On July 1, 1959, the NAWASA took over the ownership and management of the Batangas Waterworks from the Batangas Municipal Government.
On November 17, 1961, the local government filed a complaint with the Court of First Instance (CFI) of Batangas to compel NAWASA to either pay the municipality P 250, 000.00 as compensation for expropriating the system or ordedr the same to return the waterworks system. NAWASA rejected their claim and instead filed a counter-suit asserting that the local government should be the one to compensate them for the expenses incurred for the various repairs and new installations undertaken during their management amounting to P 545,000.00. On March 15, 1965, the CFI of Batangas ruled in favor of the local government, ordering NAWASA to return the waterworks system to the municipality. NAWASA responded by elevating the case to the Courtt of Appeals (CA). However, on June 19, 1971, the Philippine Congress enacted R.A. 6234 abolishing the NAWASA. This was followed by the

issuance by then President Ferdinand Marcos of P. D. 198 on May 25, 1973, creating the charter of the Local Water Utilities Administration (LWUA) and authorizing the formation of water districts to facilitate the improvement of local water systems in the provinces.
On October 1, 1973, the CA affirmed the verdict of the CFI of Batangas ordering NAWASA to return the waterworks system to the Batangas City Government. Finally, on December 10, 1973, the defunct agency formally turned over the ownership and management of the waterworks system to the City Government of Batangas. During these events, the Mayor Pedro S. Tolentino was already initiating measures, with the help of LWUA, to form the Batangas City Water District (BCWD).
Formative Years
The Batangas City Government, pursuant to the provisions of P. D. 198, formally endorsed the formation of BCWD on January 14, 1974, as per Municipal Board Resolution No. 26, series of 1974. Upon filing the said resolution with the Local Water Utilities Administration (LWUA) and subsequent approval and registration thereof on February 15, 1974 and in accordance with Section 7 of the said P. D., the BCWD was deemed duly formed and existing. It was understood then that the BCWD, upon creation, as with all other water districts, would be classified as a quasi-public corporation exercising rights and privileges accorded a private business establishment and with minimal interference from local political authorities.
The Board of Directors (BOD) of the BCWD immediately conducted their first meeting on February 7, 1974. Elected during said gathering were the following, to wit: (1) Mr. Hermenegildo L. Bagui, representing the civil-oriented clubs, as Chairman; (2) Mr. Honesto D. Mendoza, representing the professional organizations, as Vice-Chairman; (3) Ms. Concepcion F. Arceo, representing the women’s associations, as Secretary-Treasurer; and (4) Engr. Juan T. Bonot, representing the business, commercial and industrial sector, as member. Mr. Rosauro T. de Leon, representing the educational institutions, was sworn into office as its 5th member during the Board’s second meeting on March 18, 1974. On that same meeting, the BOD also decided, prior to naming a permanent one, to designate the head of the City Engineer’s Office, Engr. Roberto J. Reyes, as the BCWD Acting General Manager.
There were seven (7) existing groundwater wells turned over by the Batangas City Government to the BCWD and these are as follows, the Sambat Pumping Station (PS), P. Herrera St. PS (now simply referred to as

Plantex), R.R. Station PS, Lopez-Jaena PS, Calicanto PS, P. Zamora PS (back of Citimart Shop-on) and Alangilan PS (now referred to as APC Well No. 7) as well as the three (3) reservoirs located at P. Herrera St. beside the pumping station, at the R. R. Station beside the pumping station and at the Capitol Hills near the Chinese Cemetery. Of these seven (7) original wells, only three (3) are still operational and part of the BCWD water system. All the three (3) reservoirs inherited by the BCWD are also no longer operational.
Under direct city government supervision, collections from water bills averaged only P 16,000.00 a month while diesel fuel to operate the pumping units alone cost P 32,000.00 a month. Water supply service was also limited to only about 16 hours a day. Considerable measures, however, were carried out to improve the situation. On June 11, 1974, LWUA issued the Conditional Certificate Conformance (CCC) to the BCWD in recognition of its having undertaken every significant and necessary steps and substantial commitment to upgrade the quality of water service to the public. On August 8, 1974, the BOD designated LWUA as its agent in signing up Kampsax-Krϋger of Denmark for consultancy services. Its contract was to conduct project feasibility studies, conceptualize designs and supervise construction plans for the improvement of the Marawi City and Batangas City Waterworks systems. On August 9, 1974, the local government, on their part, gave LWUA P 70,000.00 as counterpart fund for said undertaking.
On august 18,1974, the BOD at last appointed a General Manager in the person of Engr. Nilo M. Maranan and instantly afterwards, he was sent to attend the LWUA-conducted Management Seminar from August 19 to September 2, 1974. On September 8, 1974, the BOD, via the BCWD board resolution, authorized GM Nilo Maranan to formally come into an arrangement with LWUA to improve the BCWD water supply system. As a consequence, September 25, 1974 marked the start of the feasibility study and design of the BCWD water supply system. Finally, on October 10, 1974, GM Nilo Maranan officially signed the agreement between the BCWD and the LWUA for the task of conducting feasibility studies, designing plans and supervising the construction of the said system as well as the drilling of test wells. This contract also gave permission to LWUA to procure consultancy services for said undertaking. When the water system was at long last completely turned over to the BCWD on January 1, 1975, the BOD and management took on the challenge of turning the enterprise more productive. Luckily, the BCWD was able to embark on some interim improvements prior to their planned projects to provide better water service to the Batangas City residents with the aid of a P 150,000.00 subsidy from the city government.
The improvements, which were completed on May 31, 1975, were the: (1) installation of additional suction pipes and accessories, replacement of bowl assembly for the P. Herrera St. and PNR Railroad (RR) Station pumping

units to the then capacity of 340gpm to 700gpm; (2) reactivation of the P. Zamora and Lopez-Jaena Sts. Pumping units by the procurement and installation of new pumps to raise water production to an additional capacity of 600gpm; (3) repairing of the concrete reservoir located in the Capitol Hills, alteration and repair of defective pipes, fittings and valves, repair of leaks, procurement of accessories for maintenance, and closure of public faucets; and (4) operation of the pumping units for 20 hours instead of 16 hours a day to increase production from 1.4mgpd to 2.7mgpd using 7 units. The water rate was also targeted for change. Upon the approval through a public hearing, the water rate, which was then a flat fee of P 5.00 a month was adjusted on June 16, 1975 to a more realistic and sustainable amount of P 15.85 a month for the first 10 cubic meters and P 0.62 per cubic meter for succeeding consumption to take care of operational costs and capital expenditures.
These improvements paved the way for the institutional development of the BCWD management and staff, which was then the only collateral for the procurement of financial assistance in the form of loans from LWUA. To sustain the improvement, the BCWD was able to secure a loan from LWUA on July 28, 1975, in the amount P 16 million, to finance the undertaking of feasibility studies, overseeing of a test well program, payment of consultancy services, design, planning, preparation and supervision of the construction of the BCWD water supply system. The financing was obtained out of the first comprehensive project package from the Danish International Development Agency (DANIDA). The final report on the feasibility studies and design for the improvement of the BCWD water supply system was completed on April 2, 1976. The study, though, showed that the cost estimates for the implementation of Phase I-A, of which the project was to be called, would amount to P 20.40 million.
To make up for the difference between the original loan and the increase in cost of undertaking the project, the BCWD applied for and was able to secure an initial amendment to the original LWUA contract increasing the loan from P 16 million to P 25 million on March 1978.
Immediately after securing the loan readjustment, the BCWD commenced implementing the Phase I-A project by constructing its modern water supply system consisting of three (3) groundwater wells in integration with an existing groundwater well, 50 kilometers of transmission and distribution mains, a 4000m3 volume capacity reinforced concrete ground reservoir, production building, workshop building and break pressure chamber. By November 29, 1980, after completion of the improvement project, the BCWD was able to secure another amendment to the LWUA contract increasing the loan from P 25 million to P 30 million. This increase was needed in order to accommodate the capitalization of the interests generated by the loan.
On March 12, 1992, a landmark decision by the Supreme Court of the Philippines clarified the status of the

water districts. They determined that the water districts should really be categorized as government-owned-and-controlled-corporations (GOCC). This court decision resulted to new challenges to the BCWD’s corporate culture and imposed on them additional prerequisites and obligations in the operation of the company. Aside from guidelines set down by the BOD and LWUA, the BCWD, as with all water districts in the country, must now abide by the rules mandated by the government agencies such as the Civil Service Commission (CSC), Commission on Audit (COA)
and the Department of Budget and Management (DBM). However, on the plus side, the change also gained for the BCWD some rights & benefits due a government institution. Some of these benefits took the form of better cooperation coming from the various government regulatory agencies when the BCWD implements its projects and its daily maintenance and operational tasks and added protection and security to the employment status of its personnel. At present, Mrs. Yolanda B. Oyao heads the BCWD. She replaced Mrs. Virginia E. Leyesa, who is now a member of the BCWD Board of Directors. Mrs. Leyesa was the General Manager since December 1, 1994 and presided over the affairs of the Batangas City Water District until she retired on June 30, 2006. Before her, Mr. Sulpicio G. Alvarez was the Acting General Manager from July 1 up to November 30, 1994 when Engr. Nilo M. Maranan retired effectively on June 30, 1994 after after almost twenty (20) years of service.
The BCWD significantly expanded its service area with the implementation of the Batangas City Water Supply System Improvement Project Phase II. This project cost more or less P 200 million and financing was secured through LWUA from the 20th Yen Credit Package of Japan’s Overseas Economic Cooperation Fund (OECF) now called Japan Bank for International Cooperation (JIBC). As with the Phase I – A project, the BCWD authorized the LWUA to enter into a contract to hire the services of the Provincial Cities Water Supply Project IV (PCWSP 4), a consortium headed by foreign consultants: Binnie & Partners (Overseas) Ltd. In association with Nisshin Engineering Consultants, (Japan). Their local counterparts are: Schema Konsult, Inc., Phils.; Test Consultants, Inc., Phils.; Radian Technology, Inc., Phils. (now called Radian Consultanting, Inc.); and Engineering & Development Corp. of the Philippines. This project covered the construction of six (6) additional groundwater wells, which are now operational namely, Sta. Rita Karsada Well, Mahabang Parang Well, Gulod Labac Well and APC Well Nos. 8, 9 and 10 as well as more than 61 kilometers of transmission and distribution mains. It extended water supply lines to Banaba South, parts of Banaba East, parts of Balete, parts of Gulod Labac, the rest of Pallocan West, parts of Libjo, parts of San Isidro, Tabangao Aplaya, Tabangao Ambulong, and Pinamucan Proper as well as improve water service in its existing system at Sta. Rita Karsada, Bolbok, Calicanto, Mahabang Parang, Soro-soro Karsada, Soro-soro Ilaya, Balagtas, Tingga Labac, Alangilan, Kumintang Ibaba, Kumintang Ilaya, Poblacion Barangays, Cuta, New Malitam, Sta. Clara, and Wawa. The project commenced implementation on February 2000 and was finally

completed on May 11, 2007.
Today, the BCWD has twenty-two (22) groundwater wells and ten (10) reservoirs in operation. It has more than 225 kilometers of pipelines in 56 barangays including those in the city proper and presently serving 30, 395 concessionaires. Its billing collection is computerized while the administration and accounting systems are also undergoing transition to that direction.
Starting this year 2011, the BCWD is embarking on a plan to replace all pipelines made up of asbestos cement which were installed during the Phase I-A project, totaling more than fifty-one (51) kilometers, and are now more than thirty (30) years old and leak prone as well as all other pipelines of subdivisions turned over to the BCWD, which are not of standard size and specifications and also are leak prone. To fund this huge undertaking, negotiations are now being undertaken by the management with various financial institutions to secure the necessary loans to implement the project. Since there are constraints to the program, such as the volume of traffic in the poblacion (the main target of the project), the numerous facilities of other utility companies on the road network and other considerations, it is highly recommended that the program is carried out in stages with continuous coordination with the concerned government agencies and affected utility companies.

INTRODUCTION
On –the-Job training is one way on which helps us to obtain applicable knowledge and skills in performing in actual work setting. It is an opportunity that given to us to apply what we learned from our schools. It is one of the requirements of students to undergo training in specific job training within specific number of hours as part of curriculum. OJT can also provides opportunities for the students to undergo training in specific job using the real tools or equipments to enhance their knowledge on that specific tools. They can contribute significantly in brainstorming sessions or research and eventually help to improve the organizations productivity.
The OJT program also profits the companies who accept trainees, internship provides extra man power for a less significant labor cost than regular employee. Employers also can use this program as strategy for recruiting a good employees because the trainer will supervise the trainee’s progress, he can gauge based on trainee’s performance, behavior and attitude of the student trainee. That’s why we take our internship seriously because it is one of our powerful tools and possibly key to our success in our future life.
