CSR approach – change program
Justin’s background:
Worked for 7 years as a workshop fitter – was a part of the apprentice aboriginal underwing buddy up. From there mentoring camps with wife, kids out of community to learn about social issues in Roebourne. He ran mechanical workshops at the weekends in trade roles.
He was perceived as a ‘White fella’ that will ring you back and that cares. The communication was really good between both cultures. He was a site mentor with 200 people between 2 sites. He worked in HR recruitment with placements throughout coast and Perth. 3 people throughout a year put through aboriginal prisoner program'
24 people have gone through the program with 18 passing straight away. Whereas Karratha had no outcomes. 85 people applied for the program with only 20 passing. The prison is running back to back programs.

How has SWOT affected change' Have weaknesses turned into strengths' They saw Roebourne as an opportunity. When identified first, communities in general and work ready group, involved with Roebourne for several years. Roebourne and Wickham, running work ready programs for a couple of years. Radio transmitting station Harding dam east of Roebourne. Training centre. Prisoners go and skilled training activities. Moral support –talking and asking how things are going etc. Justin set up visits to plans and coastal sites. Systems with purchasing with tools and consumables. Taking in on day release basis, Cape Lambert. First instance. Saw an opportunity for providing hope to people. Recidivism. Small way to reduce it. Hope for future. Made sense on face: bunch of people that are being well fed, no distractions of grog and drugs. No issues associated with outer community. Sleep drugs, alcohol. Eliminated. Minor offences. Right people have been selected. Not a threat to the community. Or to the workforce. Engage people. Don’t have problems with lack of sleep etc. Make aware of opportunities in the workforce. Individual hope for future, potentially positive impact on the indigenous community and to the family. Grapevine in ones favour. Persist with it' 3 steps forward 2 steps back, disappointments along the way. Persevere with. Concept originated'
Similar program, has or had been vaguely implemented through Prison department and department of roads' Through engagement with this, identified opportunity – a worker for Rio Tinto had been involved in this and saw it as an opportunity for Rio Tinto to get involved.
Hopefully long term: if works out / settles down. Become a source of at least some good people that will get into the workforce. Moving forward and developing careers. Flow on and ripple effect. Address socioeconomic problems that individuals and the community have.
Roebourne prison. 171 inmates. 18 females. 95% indigenous. Pilbara / Kimberly. 40 -60% driving licence offences. Min Security prison. Want to help themselves and want a better life. Program takes place in a controlled environment. Obvious peer pressure impact on in reality throughout years.
If someone does not attend for work we go around to their place...usually mum and dad are still in bed. Children etc. No role model. We offer some opportunity, employment etc. We offer fexi arrangements. Education etc. Safe children.
Decker workstation – trained welding scaffolding. What skills have been put forward to work.
Lapse' Outsider influence. 3 months income. Get to see what Rio performs like, and what they work like. See what suits them best. So see if they like it, and they are good, we give them employment straight away. Try before you buy outcome. Float between different companies. Train to a standard, work to work in many places. Working together approach for the community. Train for company. Not over training approach.
Any resistance' Many phone calls. Mind sets change. No resistance within the aboriginal community. Resistance within the coastal community.
110 employees. 350 at cape /cave' Communities mixed. Cultures. Mind set. Togetherness. Receptive. Most successful site.
Dampier. Going through stages now. Nicely. Training and education. Cultural awareness day tours and awareness. Elders. Bush tucker. Interested and curious. Working well. But slower. But well.
First introduced proposal. Conceptual to implement. Pull together stakeholders. Cape Lambert. Rio, Roebourne, prison, Work Pack. – service provider. Flexi employment options. Requirement had to meet. Requested by operations people – go through a risk analysis process. (formal) one risk – push back by the employees. Existing employees.
Andy perspective - Process worked very well. No anecdotal comments about resentment or neg vibes.
Justin- risk assessment. Released from prison. No threat. Inmates' Negative connotation. Business brief for line leaders. Help line. Across all coast operations. Explain what doing and what about. From there corrective services released media.
Kick back' Apprenticeships in the past have been promised to sons and daughters employed by Rio. Times have changed. Offered to local people now.
Andy – kick back' Kick back from what is an affirmative action program from kick back from prisoner employment program. Small part of much bigger program. Stems from public commitment. Stan Walsh. 2015 population ethnic demo similar to greater Pilbara. What that means' Numeric terms. Meeting commitment now, roughly speaking 14% workforce Rio Pilbara aboriginals. Based on projections of experts. Aboriginal population by 2015 approach 20%. Right now 14% - 2015 20%. Significant challenge. PEP philanthropic - giving people hope, stem recidivism. Demographic parity. Wider community.
Any org objectives' Community driven, team leaders' Philanthropic was the teams driving force. Why push for program from first place. Passion from the community. If they have a licence, don’t pay the fine.
One aboriginal man - Picked up for driving, regional prison. $150 000 to train him. Driving with out licence went to prison again.
12 people training to get them out of prison. Educating them! What benefits the company pays. Housing power water electrical – they need licence for job!. Full C class licence. Driver trainers through work ready, schools community, prison etc. Assist with getting licence. Sign off on P plates now!
Work with us or commit crime and be back in prison. An issue is Child restraints. If don’t pay fine, end up back in system. Issue of corrective services. Vicious circle. Parallel, opposing and parable of good Samaritan. Proud.
Corrective services, so many departments. 2 – 3 months for clearance on site. Takes a long while for the PEP process, hence only about 4 people per year go through with it.
Ideal 4 people. This intake period only had 2. Working with corrective services. Employment coordinator in prison. If hasn’t come through PEP. Work ready best to find employment. Broome, etc. Go to relevant site. Internal work ready no. Work to do it external. Could be a service provider. Facilitate that as well.
Bottom line - Condition of us, don’t have to have gone through the PEP program'
Close nit communities. – exile on the kingdom (movie for us to watch). Background on demographics. How formed etc. issues. Mining boom affect. Line leaders have to watch movie. BP roadhouse. Watercorp. Telstra. Everything moved. Left Roebourne! Rio IS the heart of it! Struggle for funds. Feed kids. Not profit driven!
- At events - Good rep' Don’t wave Rio signs. Rock up with tails. Bouncy castles. Lollies for kids. Visit prison weekly. Part of community engagement. Feeling doing all you can.
Media releases. Ties with prison. Bobcat. Etc. Won $8000 for training awards. Pilot car bodies and wrecks. Select 8 to 10 train dogging course. Plant equipment. Get crushed. With equipment. Communities benefits from that. Cosmetically looks nice.
Andy – stress comment. PEP optimistically became an ongoing way of doing business. Reap rewards. Success dependant on team effort. Key players are Rio – operations, communities Justin and myself, prison, work pack who are the employment service. Participants themselves. Success on that bigger team.
Push back on broader context. In past, a lot of discrimination. Affirmative action. Re-establish playing field. Trade shortage – enough work for everybody.
Doll and taxes, general population. Culture, jealousy within couples. Payments from government, retention strategy, benefits that they are entitlement. Commitment.

Our generation live with consequences, laying seeds for community and society take root- social security. Economic differences equalised.
If House gets condemned' House not rebuilt. No air conditioning. No doors etc. Companies expect people to be fit for work. Give people bond assistance. Rent assistance. Family gets an out.
Don’t forget not everyone is successful. Opportunity is there. If they take it, benefits are there.
Role models to rest of the family. People come to us for the roles. Fit for work expectations. Grape vines are stronger that communication via newspapers etc. Key player. Jobs externally, a4 paper. Girls help you out! Effective. Stay in touch with us. Not enough these days says Justin.
Transport for medical. Take out contract and run contract. Bus to work. Alter techniques. Adapting to the community.
Passionate within teams. Money not the driving force.
