Human Resource Management Roles HCS 341 Human Resource Management Roles Most organization has realized that having a Human Resource Department is less expensive than having ads in the newspapers, or magazines. “The primary function of the human resources department is to be able essentially establish, develop, maintain, and communicate personnel policies to the organization, to represent, help, and advise and to consult with the employees.” (Renckly, 2011). Human Resources adds value to the organization. Once the applicant has been found the employment screening begins which does include screening, interviewing, drug testing (if the organization requires), testing the employee to make sure they qualify for the job, and then they are set to the qualified department if they pass all of the qualifications, and the application is correct. Human resources goal is to hire someone that is going to be at company for a long period of time. “Good employee is retention is a goal for the organization to work towards” (Young, pg. 490 2007). To keep good employees they must be paid a fair amount for salaries and they will expect to get raises on time, if they performance is good. Merit raises are increases based on the employee’s performance. The Cost-of-living is increases which are earned usually once a year on annually. When an employee is prompted in their department then they expect a pay raise. When the organization pays their employees a fair salary it keeps their employees happy, then the organization will run smoothly. Recruiting does not end with hiring. Orientation and training will help new employees to understand what is expected and it will help them do their jobs the best as they can. One of the most important issues with new employees that is hired. Is providing them with orientation and the correct training. Human Resources should develop a check off list of the paperwork that is given to the new employee to be mentioned or showed to the new hired that is covered during the orientation. Some organization uses the buddy system when there is a new employee hired. The buddy system is used the first couple of weeks of the new employee hired date. This will help the employee learn the routine of the office, helps them get acquainted with aspects of the office, learn the name of the other staff members, physical environment and the layout of the office, offices policies, and the definition of the employee’s job description. Continues training throughout the year is required. All new employee’s should read the office policies and procedures manual because of all offices are different. All new employees should know all of the federal and state regulation, “they must be Occupational Safety and Health Administration (OSHA) training must be provided before they begin any kind of duties.” (Young., 2007). Health Insurance Portability and Accountability (HIPAA) training is required. When a organization is doing an employee performance evaluation, that can mean that the employee is up coming a raise or a promation or a yearly evaluation. When giving a performance evaluation it should have enough time to talk to the employee about their performance. In the employee performance it should include the quality and quantity of work, personal performance, attitudes, and dependability , self-descipline, motivation, attendance, punctuality, and any other qualities that will be satisfactory performance of the job. If there is negative marks in the employees files address them and find out what happened. Human Resources must keep the medical staff and the faculity up-to-date with all of the laws of state and federal. This includes the HIPAA laws, ADA ( Americans with Disability Act, ADEA (Age Discrimination in Employment Act), EEO (Equal Employment Opportunity, and OSHA (Occupational Safety and Health Act), all of employment laws like Unemployment insurance. Human resources must make sure that the employees know all the rights. There must a training session on these items to make sure the is up-to-date with all of the changes. The benefits that are usually offered with position varies with what organization that is hiring. Benefits includes 401 K, Medical Insurance,(for the individual and families), dental insurance, vacation time, child care (if organization offers), paid sick leave, security of the job. Human resources has several different responsibilities, they are very important to the organization to keep it running smoothly. If there is any problems with the employees or any problems with employees benefits or the training or anything to do with the benefits, or the payroll it all goes to the Human resources to handle.
