kaplan univeristy | FLORIDA DEPARTMENT OF CORRECTIONS | Correctional System | | Nickea freber | 9/27/2011 | The research that I have done on My Florida Department of Corrections does everything from probation jails, prisons, parole, and institutions. | *My Florida Department of Correctional* The Florida Department of corrections, was established back in 1821.Florida’s first state penitentiary was opened on the United States arsenal property line in Chattahoochee back in 1868. Its main headquarters is located in Tallahassee, and operates all the prisons that are in Florida. Florida is the 3rd largest state for prisons throughout the United States, along with having the largest agency system. With a budget set at 2.3 billion dollars to help support with upgrades or updates, rebuild, and or build new prisons thought the rebuild, and or build new prisons throw-out the state, because nearly 104,000 inmates that are incarcerate and another 150,000 pulse offenders that are on some kind or certain type of community supervision. On an average it cost a roundabout of 19,469 per year to incarcerate one inmate here in Florida, which includes 2.32 per day for a 2,800 calorie meal for this inmate. As mentioned above, our State needs this land of help to support all of our prisons throughout Florida from being over crowed as they are today. The Department of corrections has 146 facilities, 62 prisons. All together we have 280,000 pulse employees are certifies correctional or probation officers. As explaining the map of Florida’s Department of corrections jurisdiction, the size is 65,795 square miles from each one, the estimated population as of 2008 were 18,328,340, and the general nature for these prisons and institutes are the law enforcements and civilian police. *Death Row* -Capital punishment in Florida- The Florida State prison and the union Correctional institution each have a male death row, and the Annex Lowell has the women’s death row. These prisons to death house the state’s execution chamber. Unlike other prisoners the condemned wear an orange t-shirt and the others wear blue. The Florida Correctional Institution opened back in 1956, which then was changed to Lowell Correctional institution, is housed for females that are on death row. The prison opened in 1961 as the East Annex, at that time of opening it began to house for the execution chamber. At the same time the Broward correction institution housed females that were inmates then placed on death row. -Juveniles- The state holds and houses at least 250-300 inmates that are under the age of 17 years old. At different state prisons, and at any given time, the majority of them spend off to the Indian River correctional Institution. The budget is set for Juveniles to talk care of them is 240 million dollars per year, and was about 109-155 dollars per day per inmate or offender. *Instances of Abuse* The Florida Department of Corrections has recorded several cases of corruption and prisoner abuse. In 2010 there was a 10-count federal indictment against 16 individuals that was connected to the FDC. Elven of them were correctional officers at Glades correctional institution. The charges include 9 counts of attempting to possess cocaine with the intent to distribute. The indictment alleges that the defendant’s allegedly agreed to transport on several different occasions (which was done) which then believed to be multi-kilo quarters of coke that was from an undercover warehouse down in Miami- Dade to the location of West Palm Beach, and the defendants allegedly received a combined total amount of 145,000 through a drug scheme. Also in 2010 at a different institution two correctional officers at Lancaster was charged with malicious battery and cruel or inhumane punishment after an inmate collapsed in the exercise yard during the routine drills. The investigation had uncovered that the offices forced the inmate to preform strenuous exercises in the hot sand and heat with no water and no breaks, and was getting denied for his request the teen, collapsed. Meanwhile the officer failed to all for medical help and for emergency for the inmate. The inmate was in critical condition, but has since recovered. *Community Cased Corrections* Community Base Corrections has a couple of different organizations and programs that are offered to offenders, to help them get their lives back together. The Salvation Army Correctional serves is one of the largest program providers in the State of Florida. This type of program meets Judicial and government standards, and has been the highest ranking program since 1975. The Salvation Army is reaching out to the State‘s communities residential, and the misdemeanor programs, this type of service is innovating and is innovating and is a new version for the future. The correctional Service has ended up fulfilling the mission and has provided services that are ready and willing to rebuild their lives. Along with all of this, they go in with a comprehensive approach to the corrections with the development of a network for probationers at no extra cost and for taxpayers. As for probation supervisor, the criminal must chick in check in with he’s or her supervisor at least once a month, along with paying their fees. So as saying this Salvation Army correctional service can help with different correctional programs and will help offenders stay out of jail. The department of corrections probation department monitors these offenders criminal activity, along with their payments and fees. Felon’s may or will be placed under home confinement with any electronic device and preformed with community service, along with serving jail time on the weekends. Intermediate sanctions has restrictions and are designed for people who are required more supervision when others. As for the community corrections has less supervision and control rather than being incarcerated. In the state of Florida parole was eliminated for the non-capital felonies that were committed either on or after July 1st 1984. Any capital felony that was committed would result of a penalty. But will also remain eligible for parole after serving the mandatory of 25 years. There is only about 0.01%% which is a roundabout estimate of 43 inmates out of 36,463 inmates that would get released or waiting to get released and will remain on parole. Parole is not very popular in this day and age, and is very difficult to even get eligible for parole. As of 1995, changes have been made in the state of Florida, as for anyone not even juveniles that are sentenced to life in person will be eligible for parole, or even up for early released again, it must be granted and must be under the condition and the supervision of the parole system. Next, I would like to talk to you a little about my Florida retry programs that partnered up with Palm Beach county work force Development, the Board, several States, and the coal agencies had also partnered up and developed a community retry program, that will focus on Public safety reducing recidivison among youth offenders, and will help decease the overall crime rates. These programs are made for young offenders and are from the years 18-35, and had just got released from prison. The programs will help the offenders with job training and placement educational services, counseling vocational assistances along with much more that they can offer. >When asking if the Community Based Corrections is effective' I would have to say it is or could be a two sided question, in my opinion. 1- Yes it is effective because it helps offenders with education, help getting through their everyday problems that they might have, and help getting through their lives living in the outside world when being in prison for so long so that they don’t end up back. 2- On the other hand I don’t think it is effective because more and more people are committing crimes (maybe because of the economy and not having jobs) so getting into trouble is their own way out. But it is a bad thing because it is costing the government money for taking care of them or building more jails and prisons to confine these offenders and it cost us taxpayer’s money, well they have to get it somewhere and for someone. (Ha-ha)… *Correctional Institutions* Lowell Correctional Institute is one of the oldest facilities for women around in the state of Florida; it was opened back in April of 1956. The house is for all women that are in custody of all different levels from pregnant women to women on death row. The maximum capacity of 1,456 women from ages 14-24. This facility has plenty of Academic Programs which include: Adult Education, GED, and has special education for those that are a little slower than others. The Lowell Correctional Institution is based on a military style like drills, work assignments, education, counseling, and help with behavior modifications. Marion Correctional Institution was opened back in 1959, and was designed for Florida’s Men’s Unit. For this unit the maximum capacity holds 1,132 adults and has the same Academic Programs as the women. When it comes to private prisons, jails, or detention centers, it is a place where individuals are confines to their cells and intend by the 3rd party that is contracted out by the local state or federal government agency. The private prisons has typically enters into a contractual agreements with the local state or federal government that makes prisoners pay a per diem or a monthly rate for each person that is confined to that facility.
