Disaster Management Project Outline Ashley Rivas University of Phoenix: Online HCS446 Instructor: Jennifer Huff October 15, 2010 Introduction: Our learning tam was assigned to develop an outline on disaster management for the renovation of a new health care facility planning. The outline will cover pre and post disaster activities and all the actions planned to maintain control under emergency and disaster situations. In addition the outline will provide valuable information that will help in the prevention of an emergency situation, reduction of its effects, and recover in the event it takes place. Last but not least, a brief description of the activities encountered before and after a disaster situation. There are Local, State, and Federal legal and regulatory requirements that apply in any disaster situation,. Other topics covered in this outline include The Certificate of Need Program (CON) in the State of California and its initiatives to restrain costs in health care facilities, the International Building Code for health care facilities and issues considered when meeting the code, the measures taken before a renovation or new plan, and finally a list of stakeholders that may be key factors in the development. I. Overview of Disaster Management A. Collective term encompassing all aspects of planning for and responding to disasters, including both pre- and post-disaster activities B. Supplies a range of activities designed to maintain control over disasters and emergency situations C. Provides information to help people avoid, reduce the effects, or recover from impact D. Activities 1. Preparedness 2. Mitigation 3. Emergency Response 4. Relief 5. Recovery 6. Reconstruction and Rehabilitation I. Local, State, and Federal, legal and regulatory requirements.   A.    Local, state, and federal agencies requirements of natural disasters preparedness B.     Implementation of building codes C.     Smoke control building requirements D.    Disaster preparedness plan implementation II. Certificate of Need (CON) Program A. Aimed to restrain health care facility costs B. Allowed coordinating planning of new services and construction C. California Certificate of Need Program 1. Initiated in 1969 2. California kept the program for 30 years with active enrollment of planning agencies analyzing and improving the program 3. Medical Market place changed * No more fee-for-service pricing * Started managed health care service based pricing 4. California suspended the program in the mid 1980s because of the marketplace change. III. Issues to Resolve with International Building Code      A. Structural material that meets or exceeds requirements         B. Structural design requirements to withstand forces for which the building is designed ("Whole Building Design Guide", 2011). 1. Rainfall or Wind-driven rainfall 2. Tsunami 3. Mudslide or Landslides 4. Flooding 5. Tornadoes C. Special mitigation requirements for the specific build location and geographical area.   1. Site selection to reduce chances landslide or mudslides IV. Facility measurements in advance of new plan or renovation       1. Space allocation 2. Net square feet (NSF)   * Dimensions of rooms wall-to-wall    3. Department net square feet (DNSF) * “The total of the net square feet of all usable rooms and areas within a department” (Hayward, 2006, p. 28). 4. Department gross square feet (DGSF) * “DGSF includes the space occupied by internal circulation corridors, walls and partitions, and minor utility columns, in addition to the usable NSF within the department” (Hayward, 2006, p. 28). V. Stakeholders involved in development of disaster plan. A.    Local, state, and federal official’s involvement in disaster plan B.     Engineers develop disaster plan such as escape routes according to building codes and regulations. C.     Administrators involved in coordinating communication plan for hazard and disaster preparedness. Conclusion: Disaster management is a term used to describe all aspects regarding the planning and response to disasters; which includes both pre and post disaster activities. It also provides several activities designed to establish and maintain control over emergency and disaster situations. In addition, disaster management provides information for the prevention of disasters, reduction of effects, and recovery from impact. There is a list of activities that should take place in case of a disaster, they include: preparedness, mitigation, emergency response, relief, recovery, reconstruction, and rehabilitation. Local, State, and Federal legal and regulatory requirements are enforced by agencies in the event of natural disasters. These agencies also control the implementation of building codes, smoke control, and the implementation of a disaster preparedness plan. The State of California counted with a Certificate of Need (CON) Program that operated for 30 years; established in 1969 and suspended due to marketplace changes.
