Climate Change Regulation Flowers blossom, rains and thunder almost every day, people with their rack pick up dead leaves, snow bound covers the road, and this is a panoramic view of the four seasons. The furthest people lives from the equator, the most they can appreciate the difference between the seasons. The methodic and successive changes in the system represent the climate. The official date for the change of seasons stays the same, but around the world, the characteristics of a season vary more and more: warmer or coldest winter, more active hurricane season in the tropics. Are these changes man made, or are they part of a regular cycle in the solar system' What the government should do minimize these extreme variations in the climate' Command controls or incentive regulations, what is the best method to solve the problems' As an environmental science expert from University of Phoenix, what should be done to help the Federal government in that matter' Climate change is a process in life. The Earth year has four seasons, which last each 13 weeks. The weather is not the same in all seasons. In the last few decades, some scientists observe an increase in the Earth temperature, for them, global warming is accelerated by human activities. Other scientists think climate change is part of a normal geologic cycle and nobody should be worried about. Scientists should not be fighting about this issue because the experimental method is based on facts. The arguments about climate change are all over the spectrum of ideas and sometimes, they are diametrically opposed. Dr Habibullo Abdussamatov, Head of Space Research, Pulkovo Observatory, in Russia said in January 2007. "It is no secret that increased solar irradiance warms Earth's oceans, which then triggers the emission of large amounts of carbon dioxide into the atmosphere. So the common view that man's industrial activity is a deciding factor in global warming has emerged from a misinterpretation of cause and effect relations." ( US Senate Committee, 2007). The heat-trapping nature of carbon dioxide and other gases was demonstrated in the mid-19th century. Their ability to affect the transfer of infrared energy through the atmosphere is the scientific basis of many JPL-designed instruments, such as AIRS. Increased levels of greenhouse gases must cause the Earth to warm in response. The NASA ( 2008) website The issue of climate change is as controversial in all levels of the society as it is in the scientist communities and the politicians. Climate change is real and nobody should deny that. The world laboratory is not operating with the minimum conditions for safety. The rain forest, which is the biggest producer of oxygen, lost many trees. Photosynthesis is not performed to the maximum, and in the other hand, more people on the planet, and the level of carbon dioxide in the atmosphere increases considerably. The heat is trapped, the glaciers are melting and not that much heat reflection, more ice is melting, and the sea level is rising. People need to make adjustment in their life style to help nature complete all the natural cycles. More than six billion people on Earth, if no regulations are established, it will be the law of the jungle. The viewpoint of the strongest always prevails. The government has to step in and set up the rules of the games. In command and control regulations, the government creates a system to manage the pollution-generated process. Then, the program is enforced to inspections and controls. In the application, fines and penalties will follow every violation. For the incentive-based regulations, the government used rewards and penalties to encourage good performances. The primary advantage of command control is all the guidelines are already set up. If the goal has been reached, everything is fine, if not, the violators will pay a fine. This type of regulations has also some drawbacks. Regulators could have some difficulties to verify accurately and the report could be falsified to prevent fine and penalties. Incentive based regulations gave the latitude to research the best possible way to reduce pollution. The polluters are more involved in finding solution for the problem. Sometimes the company does not know exactly what the goal of enforcing a type of resolution is. From the two movies on environmental issues watched in class, the solution to save the planet is about changing the way people think and about their attitude. The Federal government should adopt the command control regulations. The central government has mandated for people to make everything right. The government cannot leave the latitude of saving the planet with the hands of the corporate world. The corporate world is only care about profit. The issue of climate change is so controversial that some corporations, if not forced, will never embrace the path of cleaner and safer environment. The government at all levels supposes to enforce the policy to save the planet, even though it has to use strong measures. Climate change is the new reality in the 21st century. Either it is fabricated or part of a natural process, people can sit down and let Earth deteriorate to point of no return. Scientists are in disagreement, politicians positioned themselves where the money and power could be, and the rest of the people followed based on emotion, values, culture, and religious beliefs. Command and control regulations are more practical then the incentive based regulations; it set up goal to be reach and the consequences for violators are preset. The government should enforce the regulations besides all politically correct organization. If a path to a better and cleaner environment is not build, starting now, people on the earth will wake up one day and hear the scientists said: we are sorry, it is too late. Save our souls.
