Evaluation Plan Terri Dougherty HSM 270 Feb. 17, 2013 Melvin Green Evaluation Plan The purpose of an Evaluation Plan is to monitor what is occurring in the actual program. The plan should identify what question the evaluation plan should answer, who is asking these questions. Then there are the resources that are available for conducting the evaluation, with both funding and the professional expertise, and how the information collected will be used. First, is to identify with these programs are providing the services that the community needs, and in the case of my chosen scenario, the needs would be to educate the LEP (Limited English Proficiency), next would be to determine if there is room for improvement. For this scenario, I would incorporate the empowerment evaluation, that way after the staff are properly trained and certified, it can be determined if the program is working, the way it should and these students are learning the English language. The staff at the school would be the best choice for evaluating these students and the effect it is going to have on the community they all reside in. Next would be to determine how the evaluation should be conducted, we already know it will be done with the staff, and I believe some part of proficiency test should be outlined and scheduled for regular intervals throughout the school year, to monitor the progress of the LEP students. To set the program in motion a few things will need to be assessed, and what will need to be done to begin the process, in order to have a successful outcome, the targets population has already been established, the students with the limited English proficiency (LEP), and their families. Next, it will need to be established how to go about the certification of the staff in order to be able to get these children u to speed and in a safe and productive learning environment. After it has been established who should be certified in the language these children speak it while have to be established what tools the school will need to be able to provide these students with activities and assignments that will help to promote their learning experience. I believe that this set of staff will not need the help of an outside source to conduct the evaluation, they are teachers, and in the role of evaluator already as they evaluate how their regular students are functioning in their classes every day, by the homework and tests they complete on a regular basis. So, the empowerment evaluation place will work best for this scenario, as the staff is best suited to determine if these LEP students are leaning in the parameters set by the teachers. This is going to also let the teachers know if any improvements need to be made in order to reach these parameters and increase the learning of these children. Some of the types of evaluations that may be used would be conducted right in the class, with this type of empowerment evaluation some of the data collected, such as grades on homework assignments, test results, reading and writing exercises, along with some fun after school or take home assignments that they can practice with their friends and family, while serve as data collected to ensure the success of the program. The eventual outcome should be to have the staff being bi-lingual, so as to understand both languages. This will ensure understanding of both student and no-English speaking parents, who may have concerns regarding their children in the school environment. Another successful outcome would be the children going home and passing the knowledge to their siblings, family members, and parents, so that their understanding of the English language expands and they have better chance of fitting in, in the community, to become productive successful citizens of this community. With the staff conducting their own assessments, they must be above reproach and have the highest standard of integrity. In developing and evaluation plane the staff must have some understanding of what needs the community may need, in this development it may become essential to establish and after school tutoring program for some of the students still struggling with the English language, both the written and spoken parts of it. If the evaluation plans is necessary to evaluate and measure if the desired outcomes are being achieved or if there is still room for improvement. It should also be established with one or two of the Asian community leaders to help with evaluation of their community’s children, and to also have some part of support system in place for them if needed. The step to implementing this evaluation plan: * 1. Develop the evaluation plan. * 2. Identify or develop measurement tools. * 3. Collect data. * 4. Analyze the data. * 5. Report evaluation results. Developing an effective evaluation plan, this leaves room for improvement so the desired outcome is achieved, and implemented effectively.
