-start with an intro on what the paper will be dealing with .....take a position ..... introduce the current prime minister and how he came to office or detail a brief history of the office and how a PM is appointed .or and include the definition and powers of a constitutional monarchy
define a constitutional monarchy and determine how the powers of the monarch are exercised in canada .
introduce the three arms of government and where the primi minister fits - GG , the parliament-commons and senate , the cabinet and the judiciary .
in the body - introduce each body - the role of the body and the relationship between the pm and the body . dont give your two cents on possibilities in the body just touch on the relationship and any examples or instances that have come up .
in closing talk about/give your two cents on why you think the pm is too powerful
-give an overall view of the canadian structures of governance and their role ....how they are appointed and by whom , their powers ie - the cabinet , the senate ,the supreme court ,governor general,privy council/judiciary .
-the PM as the appointor of members sitting in these steuctures , find instances where the PM's in history have abused power ......
try and find any significant checks and balances the PM has enountered ,the cooms ,directly by the public,media,provincal premiers
finally throw down a gauntlet "if a PM sits in office in a party holding the majority in the house of xommons , he's power is almost absolute .
**a good close** mentiona that what happens in canada has come out of convention or tradition so essentially the powers of the PM aare not bound by lawie voting pattern of the senate,GG almost always following the advice of the PM but are subject to the personality of the individual and how far he os willing to push the enevelope on his powers ,or the moment in time serves him or his party at large politically .
can use powers of appointment to silence dissent in his own party or even in the opposition , promote his idealogy with like minded people , command allegiance through appointments where there is huge monetary incentives in salaries , perks that come with the office and the prestige that comes with some of these appoitnments , the threat of a requested resignation
. the primi ministers hand permeates all branches of government so in principle there is the idea of independence between the various arms of government but in practicethe story is very different . alot of practices in exerting executive by the prime minister are not constitutional but have developed by convention This is due to a constitutional convention (unwritten constitutional practice developed over time . this convention has continued to consolidate power in the hands of the primi minister at the expense of any other arm of government .... i would dare say only the personality of the person occupying the desk limits the extent of potential abuse .
