Pawn Shops Nicholas Paronish : regulations on pawn shops The city of Altoona has passed a law that requires pawn shops, second hand stores, and scrap yard owners to record every item and information about the person who bring it in. Antique stores, yard sales, and auctions are exempt from this law. The stores now have to hold items for one week after the sale so they can be cleared. Stores would also have to pay a 200.00$ fee for city licenses. Police officials say this law is the key to stopping thieves. Shop owners say this will drive them out of business.
