Persuasion Paper The City of Durham and The Russell Community are currently under fire, due to the discrimination that occurs in the rental housing market with particular focus on low-income minority households. Several low-income housing developments in the Durham area are being revitalized to luxury apartments and town homes. While the transition will occur the tenants are being forced to find outside housing in the community. There have been numerous complaints that the Russell Community had vacant housing that could accommodate the transitional tenants. After the Durham Housing Authority contacted the board members of the community about purchasing the homes, they were told that the property was not available. During the investigation the Housing Authority realized that there was a matter with the Russell Community not wanting low- income families in their neighborhoods. The Director of the Durham Housing Authority, Mr. George Howell met with the chairmen of the Russell Community, Dr. David Freeman to discuss the matter and to find a solution that could work for all parties involved. During their discussion there was concern from Dr. Freeman and the Russell Community tenants that the presence of minorities in their community might bring about fears such as rising crime, inadequate parental supervision, declining school housing, community, russell, durham, authority, families, meeting, outreach, freeman, dr, city, board, tenants, technology, program, people, homes, fair, equal, alliance, access, united, transitional, smith, order, opportunity, mr, mission, methodist, low-income, homeless, followed, federal, discrimination, citizens
