When the United States was founded, the founding fathers stated that all men were created equal. This has been, and continues to be not the case though. Since the United States started people have been discriminated against and not given a fair chance. From forbidding women to vote, to slavery, to limiting the number of certain immigrants, the U.S. has been far from equal. Yes, over time it is starting to get better, but there is still a long road a head.
Since the U.S. got such a late start on treating every person as an equal, they have trying to catch up and make things equal and just for all. At this point in time though I do not think they have done everything possible for women and minorities. The progress is slow and is predicted to be slow in the future. Until you can convince everyone, that men, women, and minorities are all equal then the problem cannot be fixed.
