A Proclamation "My paramount object in this struggle is to save the union, and is not either to save or destroy slavery" Abraham Lincoln 1862, before he issued the emancipation proclamation to the world. The military diplomatic and political maneuvers during the first three years of the war took place by sometimes acknowledging the slavery issue. Politicians tiptoed around the issue even though slavery was the fundamental cause of sectionalism that led to war. The north suffered more disunity over the war than the south. The south fought for independence, to keep their way of life. Northerners fought to preserve the union, but what type of union were they trying to preserve, free or slave. 'To fight against slaveholders, with out fighting against slavery, is but a half-hearted business' 'Frederick Douglas 1861. There were many events leading up to the emancipation proclamation. There was John C.
Fremont who freed slaves issuing his own illegal proclamation. There were seven different bills in the north dealing with emancipation and compfiscation of rebel property and how to deal with it. Important as these acts were they nearly tip toe around the edges of slavery. A confiscation act authorized the seizure of the property of person in rebellion against the United States; they mostly state that all of their slaves who come within Union lines shall be forever free. From the beginning of the war leading up to the proclamation if seemed that Lincoln intended to do nothing against slavery. Although he had many meetings with black leaders and his cabinet on the subject of what to do with the slaves. But by 1862 Lincoln was convinced that the war must end slavery. But he wanted to form a plan that gradually freed slaves. He talked his plan over with the Border State politicians but they would not hear of it. So, Lincoln decided that after a victorious battle he would issue an emancipation proclamation to the world. But the wait for a winning battle turned out to be a little to long, and the army in Virginia suffered its second defeat at Bull Run, in which northern hopes of winning this war quickly dropped to its lowest point. And public opinion became even more separated on slavery.
Events finally pushed toward a critical battle at Antietam Creek. It was the victorious Antietam battle that Lincoln needed for launching his emancipation proclamation. The war placed the northerners at a difficult position. In the beginning of the war everyone had war fever and wanted to fight to save the union. But the north gradually separated in war and peace politics after many loses. Northerners for the war, would support any war effort as long as it moved the war closer to an end and as long as they were the victors. And northerners for peace initially denounced the union support and war efforts. Northern war support almost died out during the end of 1862, and the beginning of 1863. The war going on for more than two years and still no victory for the north to get excited over. It seemed as if Lincoln was trying to do any thing, or hire any one, to pull the northern armies out of the big losing streak. This made the hopes of a group called the 'copperheads' or Peace democrats rise, because the war was dragging out and people wanted peace. They had a chance to change politics if the war didn't turn for the better soon. Lincoln then issued his proclamation to the world. The emancipation proclamation outraged the south, they thought Lincoln was only trying to upset the slaves, and use their rebellion against them. While the world of working class people reacted other way, sensing that the proclamation spelled out the end of slavery. Europe's many people were more determined than ever to oppose any type of help or tolerance toward the south. And gradually, after the proclamation the diplomatic/political position of the Union improved. The north after the proclamation had a much stronger moral cause. It had committed itself to freeing its people, while the moral positions of the south weakened greatly. Their were many events leading up to the decision that Lincoln would give the slaves their freedom: John C. Fremont, Congresses different bills on slavery, meetings with black leaders, the losses in battles, and Antietam Creek, in which Lincoln used the small victory as launching pad for emancipation. The mood moved from pro war, to one of question and disbelief.
The north was questioning their power and moral, they had not had many victories and it was not looking any better. The impact of the emancipation on the north was the greatest; it gave back a moral cause, something worth dying for. Southerners were afraid of the rebellions that the emancipation would cause. And knew it was the ultimate doom because it raised the hopes of the Union Army.
