Pearl Harbor Pearl Harbor was an attack on America, brought on by the deteriorating relationship between Japan and America. This began in 1931 when the Japanese army invaded the northern part of Manchuria, a Chinese province. America protested, but Japan ignored them and carried out a full-scale attack on China. The United States was not financially able and was not willing to use their military to stop the Japanese. By the early 1940’s, a war broke out in Europe. Japan joined Nazi Germany in the Axis Alliance. The United States tried to stop the Sino-Japanese conflict by using diplomatic and economic pressures. The Japanese saw these actions as threats. By 1941, even though both countries were still negotiating, Japan had already decided on war. The attack on Pearl Harbor was part of a strategy to keep the United States from interfering in the invasion on China. The Commander-in -Chief of the Japanese Combined Fleet personally did not want to start war with America, but knew it was the only way Japan could hope to succeed in having a quick victory.
