Foreign policy both caused and determined the outcome of the civil war. United States southerners were trying to acquire Cuba because it was a slave territory and once it became part of our nation they would have more power in the Senate. When the issue came up once more a few years later, the British were even against us conquering the island due to the endangered of British holdings in the West Indies. When Gadsden went over to Mexico to purchase more land for a direct railroad route from the South to the Pacific anti-expansionists became stirred up due to the land falling into the power of slave holding states. These issues pushed the nation into a split which caused the bloodiest war that the United States ever fought.
In 1854 Spain illegally seized a United States ship and rumors began arising about Spain freeing the slaves in Cuba. At this time President Pierce ordered one of his ministers, Soulé, to buy Cuba for $130 million and if Spain refused, the minister was to detach Cuba from Spanish rule. A secret message was sent, by Soulé, Mason and Buchanan, to Washington urging to wrest Cuba
