Energy Bill The Comprehensive and Balanced Energy Policy Act of 2001. This Bill Establishes the National Commission on Energy and Climate Change; and the Interagency Working Group on Clean Energy Technology Transfer. This bill allows the States to develop “energy infrastructure regional coordination”, mandates reviews of regulations to identify barriers to market entry for new energy technologies, amends the Federal Power Act to establish the Electric Reliability Organization, establishes the Public Benefits Fund, and amends the Rural Electrification Act of 1936 to authorize electrification grants for rural communities. This bill focuses on the preservation and balance of our current energy level to make it last in amount and price for as long as it can. The sponsors for this bill are Sen. Jeff Bingaman.
