Welfare Introduction: Mimi Abramovitz’s original version of “Everyone is Still on Welfare” appeared as Ronald Reagon launched a historic shift in social welfare policy. A couple of decades have passed and based on new data and more in-depth analysis, this article re-examines its framework of a three tiered social welfare system.
