Transition Period Between Bush And Clinton The most important challenge of any president-elect is to seize ever advantage or opportunity that presents itself for a smooth transition. During such a window of opportunity, from Election Day to inauguration, the president-elect (Clinton) will build a White House team, select cabinet secretaries, form his agenda, and prepare a budget to present to Congress.
