下面为大家整理一篇优秀的paper代写范文- Should the Australian Government Reduce Immigration Levels in Australia,供大家参考学习,这篇论文讨论了澳大利亚移民的问题。

Immigration refers to the coming of foreign people to a country to live, work, and study there. Australia is known for its exceptional status as a nation of immigrants. Since 1996, the number of permanent immigrants keeps increasing, raised from 85,000 in 1996 to 208,000 in 2017 (Doherty and Evershed, 2018), which has broken the migration program ceiling of 190,000 (Acharya, 2018). In fact, in the post-World War II, Australian government encouraged foreign people to settle in Australia because the country was in need of population and labors to develop its economy and build the nation (Doherty and Evershed, 2018). However, today, the massive increase in Australia’s immigration intake results in a series of issues, such as economic decline, skyrocketing house prices and environmental pollution and so on. Though some people argue that immigration still contributes a lot to Australia’s economic social life, I think it is necessary for the government to reduce immigration levels now because firstly, high immigration level in Australia leads to a variety of environmental issues; secondly, immigration in Australia causes weak wages growth, which decreases citizens’ living standard; lastly, with the development of technology, immigration will not effectively contribute to domestic economic growth.

First of all, compared with other countries, high immigration level in Australia leads to more environmental issues. According to Howat and Stoneham (2010), the massive increase in immigration has directly caused the shortage of arable land and more pollination and wasted in Australia. By 2010, due to the increase of the population, the ratio of Australian arable land decreased to 6 percent, which was less than one third of the ratio in the United States, around 20 percent (Howat and Stoneham, 2010). Moreover, the issue of road congestion becomes severer these years, which then leads to more greenhouse gas emission. It is estimated that by 2020, the carbon dioxide emitted from traffic will increase by over 22 percent, and such huge amount of greenhouse has worsened the greenhouse effects in Australia, which now has significantly increased the risks of climate changes and environmental destruction. Therefore, due to the limitation or arable land and environmental carrying capacity, it is necessary for the Australian government to reduce immigration levels. Just as Howat and Stoneham (2010) suggested, only to curb the population growth in Australia could the nation achieve the goal of sustainable population development.

Secondly, skilled immigration in Australia causes weak wages growth. In both the United States and Australia, when immigrants flow in a country, the wage levels will be suppressed. According to Leigh (2018), from 2015 to 2017, the annual wage increase rate in Australia was around 2.5 percent, which was close to the rate of inflation. In other words, the weak wages growth in Australia has decreases citizens’ living standard. Similarly, in the United States, due to the increase of Mexican immigrants, median weekly wage for American high school dropouts is $350 from $370 (Nixon, 2018). In response to this issue, the United States government has proposed to enact stricter immigration policies aiming to improve American people’s quality of life (Nixon, 2018). Moreover, different from the Untied States, two thirds of immigration are skilled immigrants at present days in Australia (Doherty and Evershed, 2018), so the weak wages growth may have more negative impacts on American citizens who are from middle and higher class, which then resulted in the shrinkage of the nation’s tax revenue. Thus, the Australian government should also take actions to restrict massive increase in Australia’s migration.

Last, but not least, with the development of technology, immigration will not effectively contribute to domestic economic growth. According to Mehler (2013), before the 21st century, immigration became an important indicator of globalization. Thanks to immigration, information, technology and culture could be communicated across the world, which then contributed to both local and global economic growth. However, today, information technology and free international trade policies have become the major driven forces for culture and economic globalization (Mehler, 2013). For example, thanks to the development of e-commerce, international trade could be conducted online, so there is no need for foreign people to migrate to another country to complete the processes in trade. Also, free trade also effectively removes the barriers in economic globalization. For example, the reason why the United States government proposed to restrict Mexican immigration was because it has established free-trade relationship with Mexico—the signing of North American Free Trade Agreement. As a result, after signing the North American Free Trade Agreement, fewer Mexicans would take the risk to cross the US-Mexico border because most of them could find jobs easily in their country (Montoya, 2018). Thus, the Australian government should not worry about the national economic development after reducing the immigration levels. In fact, when the immigration levels are reduced, the national economy could be stimulated by the innovative business structure or business model.

All in all, based on the analysis above, we could draw the conclusion that the Australian government should reduce immigration level. First of all, high immigration level in Australia leads to a variety of environmental issues such as the shortage of arable lands, severe pollution and higher risks of climate change. Secondly, since two thirds of immigration in Australia is skilled immigrants, the weak wages growth will have more negative impacts on local citizens’ living standards., Lastly, with the development of technology, immigration will not effectively contribute to domestic economic growth. Instead, the government should restrict immigration so as to stimulate innovative business model and optimize the national business structure. In the future, the Australian government should first reduce the migration program ceiling, cutting the number to half, around 100,000. Then the government should develop the free international free trade with other countries. For example, imitating the United States, the Australian government could sign Free Trade Agreement with countries such as China and India. I believe that these policies will effective remain and even boost the country’s economic growth rate
