In order to give readers a general structure of the research, this chapter introducesthe background of the C-E translation of Government Work Report, purpose andsignificance of the research, and the layout of the thesis.
1.1 Background of the C-E Translation of Government Work Report
Government Work Report, drafted by different government organs which areorganized by the Research Office of the State Council, consists of both achievementsand defects of the past year or years and puts forward plans for the next year or years.GWR covers all issues from economy, politics, to culture, etc. With China's growingstatus in the international communication, the C-E translation of GWR is alsobecoming more and more attractive. In retrospect, much more practical experience inthe C-E translation of GWR has been accumulated, the quality of which is alsogradually becoming better.For the content, GWR contains the summary and introspection for the past years,and at the same time, it displays the major domestic policies, and plans forinternational affairs for the next several years. For the purpose, it also bears Chinesecharacteristics to the world.
Therefore, improving the validity of the C-E translation ofGWR is an emergent task, which is equally important with its accurate translating.Generally speaking, political documents are divided into two categories. One isthe official documents, the government statement, the leaders' speeches, etc; the otheris political works, such as newspaper articles, editorials, and political and ideologicalanthology and so on. GWR naturally belongs to the former. Although they are bothpolitical comments styles, there are still some differences in stylistic features betweenthem. The former is usually not long, which is used to show the point of view ofgovernment or decision-making on the domestic policies and international issues, thatis to say, the former is timeliness, and more oral forms accompanied by captions. Thelatter is much longer, which is the experience accumulated for years, and timeliness isnot as strong as the former, which is delivered in spoken form.
The C-E translation ofGWR is the case of the former.Because of GWR's distinctive features, it separates itself from other politicalwritings, making its C-E translation a special field.The study on the C-E translation of GWR has developed from many differentaspects in the past decade. There are mainly three approaches:The first is to correct the English translation from GWR itself, for example, AStudy to the Characteristics of the Political Documents and Translation Strategies,Take the Translation of Government Work Report in 2011 for Example (Li Xiaojun,2011), which makes a stylistic analysis to text features, and compares GWR with Stateof Union Address.The second is an analysis of the C-E translation of GWR from some special pointunder the guidance of some theory or theories in hoping of improving the quality of theEnglish translation of GWR, for example, A study on the English Translation from thePerspective of Functional Theory (Jin Meiyu, 2011),languagethesis/org201211012054595123.html which analyzes the report fromthe lexical and syntactic levels and introduces the functional theory in order to improvethe quality of the C-E translation of GWR.
The latest one is to use analytical tools to analyze GWR from the lexical leveltothe textual level, for example, A Corpus-based Translation of Political Literature - anExploration Nearly a Decade (Zhao Jing, 2010), which sets corpora as a kind ofscientific tool to make a quantitative analysis to the C-E translation of GWR.Different views and methods are presented in the previous studies on the C-Etranslation of GWR, in which there are some theories involved, which is to say, thesestudies leave a great deal of experience and treasure for the translator to continue thestudy in this field.
1.2 Purpose and Significance of the Research
The purpose of the research is to separate GWR from the general kinds ofpolitical documents, defining its own text characteristics, providing a series oftranslation criteria and strategies. The purpose of the research also lies in summarizingthe former experience in the study of the C-E translation of GWR, and beginning anew era of objective data-based translation study. From now on, the study on thecriteria and strategies for the C-E translation of GWR will be supported by objectivedata gathered from the corpora which have selected enough source texts.The research tends to solve the following research questions:(1) What are the main characteristics of GWR from micro level?(2) What problems are existing in the current C-E translation of GWR?(3) What kinds of methods can this research provide to improve the validity of theC-E translation of GWR?(4) Why are these methods effective?The significance of the research first lies in the enough texts this research collectsand a scientific tool this research applies. This paper takes two versions of GWR from2007 to 2012 as the basic texts and corpora as statistical tools in the hope ofdiscovering the special characteristics of GWR from different aspects, such as, wordusage, sentence patterns and the text structure, etc. Combining the data got from thecorpora with the theory by Peter Newmark called "Textual Analysis" is to providesuitable translation criteria and strategies for this kind of source text -- GWR.The significance of the research also lies in focusing on the transmission frommacro experience to microcosmic theorization. The criteria and strategies the researchprovided are all based on data and theoretical analysis, which end the history oflacking theories on political documents translation, especially on the C-E translation ofGWR.The significance of this paper also lies in, for the first time, regarding GWR as adependent branch, which is a small but special part of the general political documents,to study its textual features and its own translation strategies. The research takesenough source texts and scientific language analytical tools to summarize and examinethis small but special part of political documents. The research try to summarize itsown language style, provide translation criteria and translation strategies to help thefresh translator to grasp the main point when translating GWR, and improve thevalidity of C-E translation of GWR by finding various strategies to translate.
1.3 Methods of the Research
The paper collects the texts of GWR from 2007 to 2012, both in English andChinese versions as the basic materials to be analyzed, which are all downloaded fromthe official websites. The paper constructs a parallel corpus as the statistical tool toexamine closely the basic materials. At last, the paper makes a detailed discussion withthequantitative and qualitative analysis methods under three translation theories"Textual Analysis" theory, "Skopos" theory, "Domesticating and Foreignizing" toprovide a series of translation criteria and strategies.With the help of corpora, the paper makes a series of researches at the lexical andsyntactic levels of GWR. After that, the paper makes a detailed analysis according tothe data got from the corpora, summarizing the text features under the guidance of thetheory "Textual Analysis" by Peter Newmark.Subsequently, the paper makes another research to the collocations of thehigh-frequency words to grasp the focus of GWR in the contents over years to make apreparation for comparing Chinese version of GWR with English version of GWR.Then, after discussing the data and differences between these two versions, thepaper provides reasonable and objective translation criteria and strategies through thetheory of "Domesticating and Foreignizing".
1.4 Layout of the Thesis
Apart from the introduction and the conclusion, there are three chapters in thepaper.Introduction briefly introduces background of the C-E translation of GWR andcontents of the research. What's more, it presents purpose and significance of theresearch, research questions, methods and results of the research.Chapter Two is a literature review. It first presents characteristics of GWR frommacro level. Based on these features, it then lists some previous studies in this field.Finally, it displays translation theories and analysis methods related to the research.Chapter Three is methodology, which mainly illustrates the process of the datacollection and the corpora construction. -Chapter Four is results and discussion. After presenting all the data got from thecorpora and discussing the data, tables, charts, the paper comes to chapter five -conclusion.Chapter Five presents the major findings of this research, and the suggestions andlimitation of this research.
Conclusion
This research took enough source texts and translation texts, making a wholestudy of texts from the Chinese version to English version; from Chinese GovernmentWork Report to the State of Union Address with parallel corpora and in quantitativeand qualitative analysis.Here comes to the conclusion of this research by presenting the major findings,suggestions and limitations of this research.
5.1 Major Findings
Two versions of the GWR do exist some differences from lexical andsyntactic levels. The alignment is up to 83.92%. The problems reflected from this dataare two: First, the differences existing in these two languages reflect in the languageusing habits because of different cultural and history background; second, there areindeed some shortages in C-E translation of GWR, such as, some mistakable andinaccurate translating in words choosing and collocation and the sentence patterns.Seeing that the current translation method is basically a word for wordtranslation because of the special nature of the text according to the data in the researchwithout any flexible translation strategies or we can say no practical theory oftranslation as the guidance in the corresponding process, therefore it can not makeimprovement to the quality of translation. According to the process of translation andtext features, this research introduced three translation theories into the process oftranslation as a means of analysis and selected suitable translation strategies to guidethe translation.In order to improve the validity of the C-E translation of GWR, the researchreorganized the data from the corpora. Mixing the characteristics from the lexical andsyntactic aspects with the "Text Analysis" theory, "Skopos" theory, and"Domesticating and Foreignizing" theory, the research provided the suitable translationprinciples and translation strategies to improve the validity of English translation ofGWR.
5.2 Suggestions for Further Study
The paper was hoped to be served as a reference for the further study from someaspects:This paper is based on parallel corpora, so the data and the analysis are alsoscientific and objective, and the corpora based study can be served as a scientific wayto discuss the characteristics of the GWR, summarizing the differences and problemsof English translation.High frequency words, collocation, sentence length, and words densityreferred in the paper are also another kind of way to summarize the internalcharacteristics in English translation study.Although comparing the English translation version to the SUA is not a newway, it still can be seen as an innovation in frequency collection of word using andsentence patterns from the corpora using rather than generally discussion based on thetwo texts.The paper separated GWR from the general political documents in order toset up a series of characteristics of GWR and its own translation principles andstrategies for English translation of GWR.
5.3 Limitations of This Research
Firstly, the selection and the analysis at lexical and syntactic levels are just from asmall size and self-built corpora, which contain texts from 2007- 2012, so the analysisand conclusion are just an average standard or a general description, there are alsosome exceptions and special circumstances.What's more, because of the shortage of research time and the limited referencefrom the former study, the research process may be not that experienced, languagethesis/of the paper may not so profound and total covered.Finally, since the material and monograph are not enough, so the data andviewpoint and conclusion are all extracted from related studies
