With the accelerating of urbanization process in China, the expanding of the city scale, the residents travel distance is also increasing. However, due to the current Chinese public transport system of the city is generally imperfect, and the transit service is still in low level, and the problems of too long walking time outside the bus, too long waiting time, and the inconvenient transfer, more and more people select the car as a travel tool, which leading to cars growth too fast. The massive popularity of the private cars arouses lots of problems, such as the increasingly crowded of the urban roads, the gradually deterioration of the environment, the sharply consumption of the energy and the frequently occurred of the traffic accidents, etc.
For the public bicycle transport market is mainly used inside short time, short-distance transport, feeder, suitable for rallying rental station in passenger gathering such as hub, residential areas, commercial areas, schools, tourist attractions and so on, should be allowed to use at any time, be returned in different places, and be charged according to the length of use time which is based on the characteristics and advantage of bicycle transport: save energy and land resources, which can effectively reduce urban traffic pollution, ease urban traffic congestion, lower cost of personal travel, reduce the internal and external traffic costs, collection transportation, fitness and entertainment (Zhang, Shaheen & Chen, 2014). It is also a healthy, low-carbon way to travel, especially suitable for short distance travel.

1.0 Social/Health Issue
The advantages of the public bicycle are not only useful for reducing the pressure on urban traffic, but also doing physical exercise, decreasing stress, saving energy and protecting environment. As shown in Figure 1, in China, the traffic congestion has become a serious problem, which seriously influence people’s life quality but also the development of a city. There are approximately 86.5 million private cars in China, which means that every four families have a car. From the year of 2001 to 2010, the data has increased from 4.3% to 23.5%. By experts, based on the rapid growth rate, it may be up to 200 million cars in China in the year of 2020 (Ke, Wenli, Xiao & Songhang, 2013).
7.0 Social Change Objectives and Recommendations
The social change objectives are to promote the public bicycle in China and advocate much more healthy travel way for Chinese people. In order to complete the objectives, some step objectives should be set. For knowledge aspect, the objective is to make much more people the benefits of riding bikes, such as physics exercise, environmental protection and energy saving and so on. For the attitude, the objective is to make people to accept the bicycle travel mode and have the willing to adopt the bicycle travel mode. And the behavioural object is that Chinese people start to join in the public bicycle group.
Based on the above analysis and the theories of 4Ps, the importance of Chinese public bicycle should focus on the Product, Price, Place and Promotion. For the Product, the Global Positioning System technology should be brought to real-time monitoring of public bicycles, which can reasonable dispatch bikes in flat peak and peak between technology to fee settlement and help people to find the public bicycle station in time. For the price, it should consider on the other transport cost to determine, in order to attract much more people to use public bicycle. For the place, the Chinese public bicycle development should include: Public bicycle market planning, public bicycle rental station planning, public bicycle network planning, scheduling and management of public bicycle, public bicycle Intersection traffic optimization and so on. The marketing strategy of the public bicycle transport should be clear the public property of the public bicycle transport and should be incorporated into the ranks of urban public transport and should be the cooperation business model which is government-led and enterprise operation. In determining the existence of vehicles of the connection rental station planning should take into account the proportion of long-distance travel, the proportion of the population structure, the attraction area to transfer, the proportion of site traffic, speed and grid frequency of the transfer points, the amount of peak-hour access to bicycles and other factors. In addition, it is necessary to reinforce the channel of propaganda, so as to much more people to know the advantage of public bicycle.

As shown in Figure 1, in China, the traffic congestion has become a serious problem, which seriously influence people’s life quality but also the development of a city. By experts, based on the rapid growth rate, it may be up to 200 million cars in China in the year of 2020 (Ke, Wenli, Xiao & Songhang, 2013).
7.0 Social Change Objectives and Recommendations
