1. Summary of the Report
This report mainly discusses about the lacking proper regulation over the poplar vitamin, mineral, and supplement (VME) industry which poses a potential threat to the American society. The reasons behind this confliction are government and regulation failure. To solve this problem on the legislative level, both civil and criminal penalties for negligence of direct or indirect information provision on VMS are listed as the policy alternatives. Furthermore, economic efficiency, distributional consequences, and enforcement and political feasibility as well are taken as the criteria. When comes to applying each criteria to each alternative, the author proposes that no matter conducting civil penalties or criminal penalties, both of which must abide by the law. In this case, political feasibility is the priority to be taken into consideration.

This report quotes and analyzes sufficient data to support his statement which is convincing. An analysis through solid figures could make the report objective and unbiased.

In general, this report gives a thorough and comprehensive view of the confliction between the popularity of VMS industry and the inadequacy of proper regulation.
