Review on Layoffs in the Public Sector
The article Layoffs in the Public Sector (2011) tells us a story happened in Santa Anita State University. It is a fictional story (p.1) about layoffs in educational sector. Due to the 20% budget cuts for the next fiscal year, the university faces lots of pressures on layoffs and employment. The dilemma is that the HR department of the university plans to fire some less qualified and professional staffs, but to fire some new skills. The story is closely related to Mrs. Stewart, an employee working for 20 years. The HR section plans to fire her, but it needs enough evidence on her performance. The plan is very difficult to deal with. On one hand, the Office of Marketing has to reduce its staff for budget cuts, and on the other hand, it needs new skills to maintain and improve its work efficiency.
The dilemma is surrounded by some challenges. The most important challenge is to strike a balance between human resource management and work efficiency. To achieve this, the Office of Marketing is required to address some other problems. First, it needs to clearly understand how the current budget cuts will affect the university. Second, teachers in the university are the targets affected most by the budget cuts, so the OOM and its HR section have to make a salary distribution program. Third, it has to ensure the layoffs can live well after their retirement. The challenges facing the university are challenges also in educational sector. For employees in public sector, they provide services for the whole society, but they also face pressures from budget cuts.
To address these challenges, the OOM decides to fire old employees and hire new ones. The essential thing to do is make performance evaluation. This is a key step in employment recruitment and HR management (Howsona and McNamaraa 2012). Another option is to educate old employees’ new skills, but it will take lots of time. One way is to educate those who work for few years new skills. Therefore, the option should be ensuring layoffs’ retirement life and balancing work and salary distribution. However, to ensure their life after retirement is related to pension and insurances for the old. This will be the task for government budget. For public sectors like school, hiring new employees for low salary distribution can better face the budget cuts.
