1. Explain the use of the ampersand (&) character when making JCL / PROCs variable and flexible.
If an &-variable is immediately followed by a % variable (that is, there is no intervening termination character), a compound variable is formed. A compound variable is also formed if an &-variable immediately follows a ?-variable. Any string that begins with && is not substituted. This is because the double ampersand within JCL is usually used to denote a temporary data set. Any such strings are unaffected by the variable substitution.

    4. Describe workload management.
With z/OS Workload Management (WLM), you define performance goals and assign a business importance to each goal. You define the goals for work in business terms, and the system decides how much resource, such as CPU or storage, should be given to it to meet the goal. Workload Management will constantly monitor the system and adapt processing to meet the goals.

   5. Describe I/O and data management and why it is important to speed processing.
I/O is an abbreviation for input/output, that is, input and output ports. Each device has a  dedicated I/O addresses to handle its own input and output information.  The connection between CPU and memory   and external devices      and data exchange rely on the interface device.
Data is physical symbols stored in certain media and can be identified .   Data consists of two aspects: one is the data that describes the characteristics of something; the second is data that is stored in a certain medium. Data management technology is the technology  about classification, organization, coding, datastorage, retrieval and maintenance of data.
Factors that determine the speed process of a computer :
CPU frequency, that is, CPU clock frequency on anormal work, theoretically the higher the clock speed of the CPU, the  faster is the computer, because with higher frequencies, more units of the instructionsper clock cycle can be completed, so the speed is faster.
Memory, memory in a computer is playing a very important role in speed process, all programs running in yourcomputer require memory to perform. 
And in return, the speed of CPU and memory depends on the the speed of I/O and data management, so it is important to speed processing.
