Max Weber’s theory of bureaucratic organizations provides an ideal model of organization type which is still applied by many large organizations nowadays. Though the bureaucratic organizations is known as the highest form of organization from the technology point of view, it is unlikely to succeed in the 21st century. Not only the condition is too rigorous to realize, but also the neglect of the new challenge arising in the new century.
This essay will make a dialectic judgment on Max Weber’s theory of bureaucratic organizations and critically analysis why bureaucratic organizations are unlikely to succeed in the 21st century. Firstly it will make a literature review of management theory. Following this the main characteristics of bureaucratic organizations would be introduced and their corresponding disadvantages would be presented. Finally, it will take examples of Bancolombia and HCL Technologies to specifically analysis the bureaucratic organizations’ limitation and improvement direction.

The formal researches on management stems from classical approach which lays emphasis on logos to make the organization and people more efficient and effective. It can be divided into two types, namely scientific management and general administrative theory. The former focuses on scientific principles to study physical labor in order to find the best method while the latter pays more attention to what the managers do and what makes up good management behavior. In the general administrative theory, Max Weber puts forward an ideal model of organization type named bureaucratic organizations and gives advice to the design of large organization structure.
Besides the structure and the method of behavior, man is the vital factor in organizations. Organizational behavior studies the influence of people in organizations from the angle of encouragement, leadership, trust, team work and conflict management. Quantitative approach uses the quantitative techniques to improve the decision-making.
All above mentioned stress on the attention of organization’s internal affairs. From the 1960s, changes on the organization’s external environment are concerned. There are two major theory which are systems approach and contingency approach. The concern of the former is the interdependency between each links which the latter is the application of different situations. (Stephen & Mary 2012)
Introduction of bureaucratic organizations theory and its disadvantages
Max Weber’s bureaucratic organizations theory indicates specifically and systematacially that an ideal organization should be based on reasonable and lawful rights. He thinks that people’s regularly submit to a set of rules is the basis of sociological analysis.
Under the premise of the existence of suitable power base, the characteristics of the ideal model are as follows:
Members in organizations should have fixed and formal duty and discharge it in accordance with the law. Legal procedure and complete regulations are crucial.

The hire of employment is in line with the qualification restriction and examination.

From the characteristics, we can see that bureaucratic organizations theory consists of hierarchy, specialized division of labor, deferring to the legal regulations and impersonalization. It is scientific, stable and high efficient for it clears the division of labor, adjusts the order and sets the system of rewards and penalties. However, too much emphasis on systematism and grade limits the activity and creativity of members. In addition, overemphasis on the members’ stability may cause the employments to just muddle along. Counter to this, one solution is turning to flat road using modern information technology to narrow the hierarchy. ( Lounsbury & Carberry 2005)
On one hand, it is a kind of organization with sheer, abstract and standard forms which can only exist in ideal situation. On the other hand, with the development of the new public management movement, the bureaucratic organizations show various deficiencies. From the literature review discussed above, we can see that bureaucratic organizations only focus on the design of the organization but ignores the concern on human beings and external environment. With the diversification of the forms of enterprises, the operation influences shareholders’ vital interests which would appeals to their participation. Furthermore, the development of the virtual network technology requires more flexible management rather than rigid and traditional inspection like compulsive attendance.( K. Holland 2008) One word popular among enterprises today is responsibility. The society pay more attention to a companies’ image from its reputation and the level of ethics and social responsibility. In view of this, environmental protection is a hot spot attracting people’s eyes. From the above, bureaucratic organizations are unlikely to succeed in the 21st century.
