Tom Walters recently accepted a new position at his college as the Director of Information Technology. Tom had been a respected faculty member at the college for the past 15yrs. The College, a small private institution in the Southwest - offered a variety of programs in the liberal arts and professional areas. Enrollment included, 1,500 full-time traditional students and about 1,000 working – adult students attending evening programs. Many instructors supplemented their courses with information on the internet and course websites, but they did not offer any distance-learning programs. The college’s niche was serving students in that region who liked the setting of a small liberal arts college.

Like other institutions of higher learning, the use of information technology at the college had grown tremendously in the past 10 years. There were a few a few classrooms on campus with computers for the instructors and students, and a few more with just instructor stations and projection systems. Tom knew that several colleges throughout the country required that all students lease laptops and that these colleges incorporated technology components into most courses. This idea fascinated him. He and two other members of the Information Technology department visited a local college that had required all students to lease laptops for the past three years, and they were very impressed with what they saw and heard. Tom and his staff developed plans to start requiring students all students to lease laptops at their college the next year.

Tom sent an email to all faculty and staff in September, which briefly described this and other plans. He did not get much response, however, until the February faculty meeting when, as he described some of the details of his plan, the chairs of the history, English, philosophy, and Economics departments all voiced their opposition to the idea. They eloquently stated that the college was not a technical training school, and they thought the idea was ludicrous. Members of the Computer Science department voiced their concern that almost all of their students already had state-of-the-art laptops and would not want to pay a mandatory fee to lease less-powerful ones. The director of the adult education program expressed her concern that many adult-education students would balk at an increase in fees. Tom was in shock to hear his colleagues’ responses, especially after he and his staff had spent a lot of time, planning details of how to implement laptops at their campus. Now what should he do? Could he have approached this issue in a different way? Who are other stakeholders whom he could have reached out to in order to advance his cause?

Tom Walters accepted a new position as the Director of Information Technology at a small private institution in the Southwest. Tom and his staff developed a plan to incorporate technology components as part of the college’s courses. When the proposal was introduced and notices sent out, however, the other faculty members of the college were opposed to the idea of students being required to rent their laptops. Tom’s strategy did not work as well as he had hoped. Some of the issues why Tom’s proposal did not work include; a lack of communication between different departments; unaligned goals; and an immediate change in the system following Tom Walter’s new position and power.

Lack of Communication

The plans developed by Tom and his staff were not communicated properly with the other faculty members of the college. “Tom sent an email in September …….he did not get much response….faculty meeting in February”. After sending the first proposal email to the faculty, Tom and his staff did not do a follow up or any other meeting which would further explain the plan. They did not introduce the proposal to their colleagues prior to the February faculty meeting.  This resulted in a huge lack of communication between the different departments.

Possible Solution:

Tom and his staff should have addressed each faculty department member personally by explaining in detail his IT proposal and acknowledging/responding to any questions/concerns raised by each department.  A major proposal like this one requires time and adjustment. They should have worked together coming up with a common solution that benefited Tom, the other colleagues, and the student body. If Tom and his colleagues worked together on the IT proposal, prior to the February meeting, they would have been more accepting to his idea.

Immediate Change:

No matter what the position is, a new employee should learn to adapt to his/her environment instead of demanding immediate change, like Tom Walter tried. He has not had time to get used to the different faculty members in order to gain trust from them.  The four departments that opposed his idea were: English, Philosophy, History and Economics.  These are very different departments in the college from Tom Walter’s. They panicked to his idea because they did not trust him yet. They felt that Tom was trying to change the college to work his way. They did not know him well enough to know what he would and would not be capable of doing. They also thought he was a bit selfish because he wanted to change the system to benefit his department more than anyone else’s.

Possible Solution:

Tom and his staff should have waited longer to address the issue. He should have done more research with each of the different departments to see what would work best for each department. His actions now are similar to the way the Dean of the college would act. He should understand that he needs to first prove himself first to the other members if he wants them to understand and go along with his proposal.

Unaligned Goals:

There is no alignment in the faculties; each department has their own needs and their own point of view in changing the school system.  Tom only presents the project only from his point of view which is improving the technology within the college but he misses the key point in acknowledging the need in which the technology will provide for each department in the college. This college is based on Liberal Art majors and most of the faculties aren’t really familiar with technology.

Possible Solution:

Tom should have described in details how his proposal would affect each department. He seems to be looking at just his own departments instead of looking at the big picture. He could have done this by introducing the program slowly to each department. Then, he should show the benefit of his proposal to each department.

Further Analysis/ Suggestions:

Although Tom brings some ideas which will improve the college over all, his establishment among the staff members is failing. He should arrange another meeting with detailed information and other related stakeholders like senior administrations or faculty of other departments in addition to those five departments, and then let them to know what this laptop project really mean to the college. Before this meeting, he should do more research and come up with a better approach to prove his view.

In this case, Tom sent an email to all faculty and staff with just briefly described plans, which stirred a lot of confusion. Tom was unaware that the laptop project would cause more expenditure at the college. To clear this confusion, he needs to define the cost and explain in detail the benefits of this proposal. For example, what will this project cost the college and students? Is this laptop project going to bring more benefits to the students and what the cost of this benefit is to both students and faculty members?

Tom Walters seemed to focus on just a few internal project stakeholders, without any external stakeholders. He forgot to involve main stakeholders which are the students at the college. If Tom could expend his view by reviewing the organization chart from the entire college, then he will be able identify more key stakeholders.  He will be able to see that the laptop project would affect other department and members of different administrative areas. To be more effective, he has to identify and address the needs of different stakeholders and understand how his project relates to the entire organization.
