This report presents facts on why people may argue that regulations and legislation should be placed to prevent the expansion of the cigarette industry.
There are many political changes that are targeted against the cigarette industry, mainly the regulations and legislations that are imposed. It can be argued that this benefits the environment and general health, but brings disadvantage to the market. It is the government who has to work on imposing such rules for the country for its growth and development.
This report is debating the success of cigarette companies as a result of Globalisation. In this paper, this is defined as: "Globalisation is the process of international integration arising from the interchange of world views, products, ideas, and other aspects of culture." (Wikipedia,
Legislation "the exercise of the power and function of making rules (as laws) that have the force of authority by virtue of their promulgation by an official organ of a state or other organization" (Webster, ) and Regulation "to govern or direct according to rule" (Webster, ) plays a vital role in the in the globalisation of cigarette companies and for its success.
Overall it could be seen that the globalisation can be a success for the cigarette companies but poses a very harmful threat to the people there people protest for regulations and legislations to be posed.

There is a large number of people in world who smoke, approximately 2 billion people.
Cigarettes can be very popular around the world and many brands exist globally. These products are, however, are very addictive and have become necessity goods for those who are addicted. These goods are very harmful causing a series of health problems which could ultimately lead to death.
Governments in Europe, America, and Australia have regulated such goods because of the health problems they have caused, and may continue to cause in the future. They have also introduced products and services to help people stop smoking.
Globalisation 全球化
Globalisation is a major factor in the cigarette industry because it helps it to achieve their main goal which is profit maximisation in the general market. This can be met by trading.
It is a success for the cigarette companies to go global because they earn a lot of money. However, it is a very big disadvantage for people's health and there is the risk that growth and development in the country can be reduced as a result. Globalisation is an important factor because the companies would benefit from the main goal of an industry which is maximising profit in the economy.
There are many methods by which an organisation can go global. The main one for a cigarette company would be exporting, as they would need to export their products and have them sold in countries where they are not produced.
There may be reasons for the company to go global which may be:
More efficient production: This may mean the workforce may increase and the work efficiency would also increase. In addition this would mean low labour costs for the company.
Proximity to key resources: The organisation will be close to the raw material that it would need for the production of these goods in the market and would help the company to increase the quality of the cigarettes which may help them with customers demand for more quality products.
Access to technology and skills: Technology nowadays is very important for a company because it helps the country to have a more efficient production and also the rate of supply would also increase because there would be a better quality production.
There may also be some reasons that a company may not decide to go global which may be:
Government Policies: Some countries may have problems in the amount of government laws which may not benefit the organisations or the industry in terms of success and profit maximisation.
Transport costs may be high: Transport is something that is always used by every company in some way or the other and if this is high it may be a disadvantage for the company and it would be an extra cost for the company therefore may restrict the company from wanting to go global.
Barriers to entry: In some markets the barriers to entry may be very high and can restrict the cigarette market from benefitting like they may not be benefitting from some countries where there is a monopoly of the Philip Morris cigarettes.
There will be deterioration in the local market of the country which may cause problems in the industry.

This situation could cause people to resort to buying cigarettes for a cheaper price on the black market and thus affect the general market because of the increase in the general price of cigarettes due to the taxes imposed by government.

Around the world there may be different regulations and legislations which may be placed in a country for example the advertisement of cigarettes in the UK is banned whereas in some other countries there are no such regulations, these may be put help reduce the amount of people smoke in the world.

One of the major disadvantages would be a reduce in the unemployment because once there is a reduce in the trade between countries so the amount of goods coming would reduce, especially for those who are specialised in cigarettes they would get into loses.
The main reasons for people arguing about legislation and regulation are health-related.
Reduction in smoking attempts:
There are many things that could be done in the world to reduce the number of people who smoke.
Firstly the images below could make people stop smoking because of what it shows. This therefore may be a disadvantage on the globalisation because it may stop the selling of the good if people decide to stop smoking.
Another method could be educating from a very young age the negative effects of cigarettes which may help then not to get addicted to them.

Globalisation should have a major influence over government interventions, implementing regulations and legislations which are imposing taxes, tariffs and quotas so that the general public stop smoking.
Being a negative externality it could cause the company to reduce the amount of overall profits in the long run which would affect the cigarette company massively.
For question A it could be concluded that there is an overall success of the cigarette organisations to go global due to all the benefits it may get.
For question B it could be concluded that there should be regulations and legislations argued by the general public against the globalisation of cigarettes to protect the health of people and the level of growth and development of the country.
