The local government was through legislation, taxation and administrative management and other forms to formulate stringent requirements for the development and conduct of operations towards the scenic area for hosting CIPFF (Feng, 2012).

Local communities

Hwang, Stewart and Ko (2012) think that community-based tourism development is the prerequisite for sustainable development of tourism, tourism planning is an important part of development of tourism. In addition to the close association with the government, legislation, finance and other support, whether a tourism planning is viable, as well as the possibility of the implementation of a tourism planning are closely related to the attitude of the local communities (Wang and Pfister, 2008). CIPFF stimulates the development of local economy to bring economic benefits to local residents, which also brings environmental pollution.

Tourism enterprises

Companies which are engaged in tourism services are also core stakeholders of CIPFF, these companies include those which deal with transportation, catering, entertainment, shopping and other related businesses (Wang, 2008 ). An important goal of their interest demands is the pursuit of economic interests, thus they also bring problems to the area hosting CIPFF, the problems include environmental pollution, providing substandard services and products, failing to bear corresponding social responsibility while obtaining economic benefits (Lamont and Dowell, 2008).

Tourist

Tourists are the main body of tourism activities (Lamont and Dowell, 2008). Whether the landscape in the scenic area where CIPFF is hosted meets the aesthetic needs of tourists, whether the tourism ticket prices and tourism products are worth certainly, whether the cultural activities organized can increase the tourist experience of tourists are issues that tourists are concerned about (Choi and Sirakaya, 2005).Therefore, for CIPFF, it should establish a coordination mechanism of interests as shown in Figure 1 to ensure that each stakeholder can play their roles and achieve their interest demands, which will effectively promote the sustainable development process of CIPFF.
