Practice Sequence D: Identifying Claims
What follows is a series of claims. Identify each one as a claim of fact, value, or policy. Be prepared to justify your categorization by explaining why it is a claim of fact, value, or policy with at least one sentence for each example below. You may want to review and consult Chapter 3 for these three types of claims when completing the practice sequence below.
1. Taxing the use of fossil fuels will end the energy crisis. （说明将来会发生的一种情况）
Claim of fact, because the sentence is an assertion that a situation will exist in the future.
2. We should reform the welfare system to ensure that people who receive support from the government also work.（包含了should这类词，要求做一些改变的都是claim of policy）
Claim of policy, because it is an argument calling for change.
3. Images of violence in the media create a culture of violence in schools. （阐述了一种观点，说明媒体的暴力会引发校园的暴力文化，说明了一种不好的影视，所以是claim of value）
Claim of value, because it indicates of judgement and suggest that the violence in the media will cause the violence in school, which is a bad influence.
4. The increase in homelessness is a deplorable situation that contradicts the whole idea of democracy. （同3，说明流浪人口的增多与民主概念矛盾，是一个不好的现象，表达了观点）
Claim of value, because it expresses an evaluation of a problem and states that the phenomenon of the increase in homelessness is not a good situation.
5. Distributing property taxes is the one sure way to end poverty and illiteracy.（阐述了观点，财产税是结束贫穷和无知的一个好的办法，sure,如果去掉sure就是 claim of fact）
Claim of value, because it expresses judgement of a exsited condition and says that distributing property taxes is an effective way to solve the problem of poverty and illiteracy.
6. Individual votes don’t really count. (直接说明现存的一个状况，个人投票不算数)
Claim of fact, because the argument is to tell us the truth of a situation.
7. Despite the 20 percent increase in the number of females in the workforce over the past forty years, women are still not treated equitably. （说明现存的现象，妇女不被平等对待，但是并未表达这个平等的对待会造成什么样的后果，像文中的例子 女性被作为二等公民，会减弱自尊啊自信啊这样的就是claim of value, 所以原文属于claim of fact， 当然这个问题有人人也会认为是claim of value, 要看有些老师的理解，因为这种界定本身是模糊的）

Claim of fact, because the argument is about the condition which has already existed in American prisons.
10. The media are biased, which means we cannot count on newspapers or television news for the truth. 要求改变，将来不要太过依赖媒体来发现事实，因为很多媒体都是带着偏见的
Claim of policy, because it urges that the public should not count on media for truth since it’s biased, which is a demand for changing what we think of media.
