Human Resource HUMAN RESOURCE MANAGEMENT PHILOSOPHY My philosophy of human resource management is strongly influenced by an analytical systems approach to organizational theory. Human resource management requires an on-going assessment of both external and internal factors that might effect a school district’s ability to provide a quality education to all students. External factors which might effect the school district can include such items as the availability of personnel, changes is law affecting human resource management, or public opinion concerning a variety of educational issues in the local community. It is impossible to manage and maintain the appropriate human resources without assessing the numerous external factors impacting a school system on an ongoing basis. Human resource management also requires the ability to analyze the internal components of the whole system and to find avenues to use personnel in the most efficient and effective manner possible to provide a quality education to all students.
