Background:
Title VII: of the Civil Rights Act of 1964 makes it illegal for employers to discriminate on the basis of race, sex, color, religion, or national origin.
Initially applied to all private sector employers with 25 or more employees, but changed in 1972 and reduced the threshold to 15 employees.
1960s: black men, white women, and mostly BLACK WOMEN were more likely than white men to work in the states and industries w/smallest employers
