State Of The Union Address 2003 State of the Union Address On January 28, 2003 President George W. Bush delivered the annual State of the Union Address. In it he confronted several issues, such as war, the economy, and humanitarian concerns. He proposed legislation for these and other issues. With the country’s situation as a whole, including the weak economy, unemployment, and terrorism, it is important to consider and analyze Bush’s proposals.
