Since the events of September 11th, the criterion used to evaluate possible immigrants has become much tougher and harsher. The qualifications expected of skilled worker applicants have increased, which would result in a decrease in the quantity of individuals applicable to enter (Bayat, 2). It can be argued that before the events of September 11th, it was already tough for skilled workers to apply for immigration, let alone find an employer in Canada.
