Just because someone put in the time and effort into a course doesn’t mean that they should score any higher than what their work merits. In most cases when someone works hard on something he or she will eventually excel in his or her endeavor, barring any physical or mental handicap. In the real world its all about what you can do not how hard you try, I don’t see why school should be any different.
