The authors describe full inclusion as students with disabilities might be placed in a regular education class on a full time basis, but, if necessary they can be pulled out for special instruction or services. When congress adopted the statutory provision of the Individuals with Disabilities Education Act concerning placement it intended on placing students in the least restricted environment. This means give all students the opportunity to attend regular classes. If the class is not beneficial, then bring in resources or make provision for the student to be in regular classes that are beneficial such as art, music, and physical education. In addition, the Education for All Handicapped Children Act of 1975 mandated that schools provide free public education to all students with disabilities. The authors referred to this Act as a good example of how federal influence can translate social policy into practical alteration of public school procedures at the local level.
