In recent years, gun violence, especially gun violence on campus, has repeatedly occurred in the United States, causing heavy losses of innocent lives. The shocking shooting incidents on campus made it difficult for many people to bear. From the U.S. president, parliament members, and governors, down to public opinion, there have been strong calls for stricter control over firearms to prevent the recurrence of tragedies. At the same time, however, all forces in the United States that support the freedom of guns are not diminished. The National Rifle Association (NRA), which has the largest number of members in the United States and has the strongest political appeal, vocalized the accusations that the cause of the tragedy was that the government had not fully liberalized gun rights. On January 14, 2013, just one month after Sandy Hook Elementary shooting, Gallup conducted a public opinion poll and found that 43% of Americans still agree to maintain the current gun laws (Wozniak 258). It can thus be seen that even if school shootings were to be repeated in the future, about half of the Americans still have a firm opposition against gun control. This essay will analyze from the US politics and NRA perspectives how effective gun control can be formed in the United States. Lack of financial capital and organization has been the major issue of current gun control campaigns in the US.

Among the different approaches to gun control, social movement and campaigns are found to be one effective way to express the voice of the people. In the article, “I’ve spent 18 years fighting for gun control. Here’s how we win.” By Donna Dees, the author talks about how the assembly of mothers around the US is going to form an effective political force of gun control. Having worked on the gun control in the US for 18 years, the author summarizes that the past gun control campaigns has been a history of “branding misfires.” For example, there has been different names of the gun control movements, some of which are long and hard to memorize, others are diversified and fail to establish a long-lasting impression on the public. In response to such a situation, the author proposes a rebranding strategy using the image of mothers in the United States. The “Million Mom March” is thus organized and becomes a major force in fighting gun violence. Overall, Dees has effectively pointed out a major problem of the gun control campaigns, which is the lack of a unified force. However, the rebranding proposed highlighting the mothers is not going to contribute to the unification of forces. Instead, it further divides the gun control forces and thus diminish them. The appeal of the NRA has always been simple: the more guns the merrier. The gun control side lacks such unity in thinking. Whether it is mothers, fathers, husbands, wives, classmates, or friends, the appeal for gun control activists is fairly simple: the decreasing number of guns in the US until gun violence is completely eliminated in the country.

 

By arguing that rebranding and identity of the activists are completely missing the point, this article proposes that financial resources, political influence and organization are the major areas gun control movements should focus on. Firstly, money has US politics are inseparable. The year 2016 was the presidential election year in the United States. In April 2016, the "Democracy Spring" protests broke out in the United States. Thousands of protesters off from the Independence Bell, the Liberty Bell, and took more than 10 days to walk more than 200 kilometers to Washington to protest (LeCain). Although the demonstration ended in a powerful crackdown by the U.S. government, its complaint against the money manipulation elections once again exposed the problem of U.S. democracy. In the American political arena, the political campaign is inseparable from money. It is an indisputable fact. From the presidential election to the election of the governor, and even the House of Representatives and the Senate elections, a lot of money is spent (Krumholz 1123). Speeches, lobbying, canvassing, banquets, and advertisements all need to burn money. In the presidential campaign, the NRA poured over 30 million dollars to help President Trump win the election (Mak). Although the United States has always advocated that its political system is based on equality for all, in reality money is the real “boss” behind politics.

The importance of money then leads to political lobbying and the influence of money on politics. In the United States, the proliferation of firearms has caused many cases of innocent civilians to be shot every year. Obama once called for Congress to take measures to strengthen gun management (MacAskill 22). Mainstream public opinion in the United States also supports the government's gun control. However, Congress and the government have yet to introduce legislation to control guns. An important reason is that gun control will affect the benefits of interest groups. The influence of firearm industry interest groups on American politics is extraordinary. Although the public and the media appealed for gun control, the Democratic Party also advocated stricter management of firearms. However, the Republican Party, which represents the interests of the military-industrial groups, expressed its opposition and led the control of guns to an empty talk (Richards 475). In the United States, there are many interest groups that have long been engaged in lobbying activities against gun control in the National Assembly, and are dedicated to the propaganda of gun rights in the society. Their activities have had a tremendous impact on the decisions of the federal government and the relevant bills of the Congress, as well as on the relevant Supreme Court rulings. Among them, the NRA is one of the most powerful organization. The NRA firmly seized the key point that guns were free to be protected by the Second Amendment of the United States Constitution and formed a set of theoretical basis for its own political activities. Compared to the NRA, control campaigns do not possess the necessary financial resource or the political influence to win the battle.

 

NRA’s effective lobbying strategy is highly dependent on its organizational system. According to figures provided on the official NRA website, its official staff is only a few hundred. However, it has nearly 3 million members located all over the United States. A large proportion of the NRA members themselves are manufacturers and distributors of firearms (Ingraham). According to The Hilll, the NRA is currently among the most influential lobbying organizations in the United States (Bogardus). In previous U.S. elections, the NRA voted only for candidates who supported the second amendment. The NRA asked its own members to rate each House or Senate candidate. The main criterion for scoring is to see if they support gun rights. The NRA then aggregates the members' scores and publishes the "Voter Guide" with a clear political tendency (Lipton and Burns). Therefore, its influence on the election can be immense. Using this method, the NRA elected its own "ideal" in many congressional elections. These people are heavyweights who can influence the top decision in the United States. The systematic influence of NRA from the public to the very top of the administration has proven to be very successful.

 

Overall, the rebranding and refocusing of movements onto the American moms proposed by Dees is not going to work. Tragedy is only going to repeat until gun control activists understand what they are fighting against: not the US gun culture or the Second Amendment, but the money and political influence represented by fire arm industries. The political system in the US has determined that only those with money can make a real political impact. Therefore, the first principle of gun control campaigns is that they must united under a unifying principle: to reduce gun violence to zero. The merging of forces is not going to diminished a “brand”, but only makes it stronger. Secondly, gun control campaigns need to amass as much financial resources as possible and establish their own lobbying abilities. This can be done through membership programs similar to the NRA and fund-raising activities. Finally, effective organization is the key for gun control to gain political influence. Unlike the powerful arm fire industries that they are fighting against, gun control activists may lack the financial resources at first. This makes it even more important for them to utilize the only weapon they have: the power to vote. Organization can also be reflected in consumer choices. The March for Our Lives boycott against any companies that have ties with the NRA is a good example that demonstrate the power of the masses (Murdock). The fight for gun control is not only the fight for human lives, it is also the fight between the masses and the big money in the US. The sooner gun control activists realize this nature, the better chance they have.
