In the article "who lost Russia (this time)? Vladimir Putin" written by Catherine Stoner and Michael McFaul, the author tries to discuss why Russia entered the current situation, its economy stagnated and international relations collapsed. The author refutes the view that the west, especially the United States, should be responsible for the Russian problem, and holds that Putin himself should be responsible for Russia's domestic and international failures. Before analyzing the domestic situation in Russia during and after the reset era, the two authors support their argument by attacking "too little" and "too much" allegations against the United States respectively. Most of their arguments are based on a series of statements of international events and policies, trying to establish the correlation between them.
Russia US relations have always been complex and involve many factors. Therefore, it is difficult to establish a simple causal relationship between different events. Since relations between countries often involve multiple sectors, it is not uncommon for political, cultural and economic fields to be separated. However, the author of this article attempts to simplify the relationship between the United States and Russia into good or bad. This is both inaccurate and misleading to readers. For example, the author believes that the expansion of NATO is not important to Russia, because it is followed by an era of cooperation (P. 172). These events took place in the context of the reset era and are completely inappropriate for the current problem. In peacetime, NATO's expansion can be regarded as a neutral and insignificant act, but the interpretation in recent years is completely different.
The article also mentioned Russian propaganda many times, which may be wrong. There is no clear definition of propaganda, and the author does not distinguish the state propaganda machine during the cold war from the current state review and regulation in Russia. Obviously, the two are completely different, but the author adopts the definition of publicity in the Soviet era and applies it to the modern context (P. 178). This is a typical stereotype, judged from a Western perspective. In fact, the mass media in the United States are often biased and strongly subjective in politics. For example, three references come from CNN International, a news organization known for its anti Russian tendencies.
Some contradictions are also observed in the article. Although the author tries to refute any responsibility of the United States for the current Russian problems, they also claim that "some U.S. foreign policy decisions in the 1990s and early 21st century also triggered tensions in U.S. - Russian Relations (P. 170)." However, they did not mention the details that triggered foreign policy. In the whole article, the author adopts a subjective tone to attack Putin and defend the United States in an almost personal way. Negative and emotional words such as corruption, undemocratic, belligerent, poor performance, autocracy, anti Americanism, anti liberalism, radical nationalism and aggression (pp. 167-169) are used to describe Putin and the Russian government, encourage stereotypes and further reduce the objectivity of the article. At the end of the article, the author suggests to continue to implement tougher sanctions against Russia rather than taking more constructive and mitigation measures. This makes readers question their writing motivation.
