Abstract:
The essay is to discuss the compensation system in US, China and Swiss. Both comparison and contrast of compensation systems are conducted. With the same aim of compensation systems in three countries, US, China and Swiss have made many efforts to achieve social equity. As for differences, Swiss has the most developed compensation system, while the compensation system in China is still in a tough situation. US should learn more from Swiss and try to avoid the problems in China.
1. Introduction
The essay is to compare and contrast the US compensation system with two other compensation systems, the China compensation system and the Swiss compensation system by discussing both similarity and differences of these systems. Firstly, an introduction of US compensation system is conducted. Secondly, introductions about both China and Swiss compensation system are conducted. Then, the comparison and contrast between US compensation system and China/ Swiss compensation system are conducted accordingly. At last, conclusions can be made about the similarities and differences between US compensation system to China and Swiss compensation system.
2. Introduction to three different compensation system
2.1 The compensation system of US
According to Tubadji, Osoba and Nijkamp (2015), the compensation system for employees in US is mainly based on the application of commercial insurance in its social insurance system. The employee compensation program is mandatory in US according to states codes. Not only does the compensation system provide economic compensations to those who are harmed during work, but also provides service benefits, including vocational rehabilitation and back to work services. There are diverse models in US compensation system which ends up with the helping of employees’ going back to work, showing advantages in the unique culture of America.
2.2 The compensation system of China
The compensation system in China can be discussed in two situations, the unemployment insurance, which is a part of social insurance, and other compensation system. According to Labor Law of the Republic of China, it is mandatory for employers to pay for the unemployment insurance for their employees. As for the other parts of employee compensation system, including compensation for occupational injury and other unemployment services, the situation in China is quite tough Leung (2006). According to Geng, Huang and Ya-Fen (2016), the employees in government and stated-owned companies are likely to get their compensations for occupational injuries while the workers in private-owned companies are not likely to get it, because of the lack of mandatory legislation and proper appeal channels.
2.3 The compensation system of Swiss
As the first country with a formal Labor Law, Swiss has one of the most developed compensation system for its employee. There are three pillars in Swiss compensation system, the state, employment, and individual. The first pillar is the state compensation system, the function of which is to maintain the basic living level for its citizens. The second pillar is the employment pension, the existence of which is to provide an average living level for citizens. The third pillar is the individual compensation system, providing a compensation for personal incomes. The aim of the setting of three kinds of compensation system is to balance the difference of social incomes, providing the development of both economic income and happiness index.
3. The comparison and contrast between US compensation system to China and Swiss compensation system
3.1 Comparison
All of the compensation systems in US, China and Swiss have three similarities, including the aim of compensation system, the guarantee of implementation and the coverage of compensation system. Firstly, the aim of each compensation system is to provide an economic and social balance among citizens, in order to increase social stabilization and decrease social problems. Secondly, the coverage of compensation system includes both economic compensation and relative social services. The economic compensation is to help citizens maintain a minimum living condition, in order to be refuelled for future development. The relative social service is to assist unemployed citizens in future career development and job seeking. Thirdly, the guarantee of implementation of compensation system depends on relative legislation system and common social morality, some of which are forced by state legislation and some of which are forces by country legislation (Shin 2016).
3.2 Contrast
Despite there are many similarities between the compensation systems of US, China and Swiss, the systems of these countries differ from each other in many ways.
Firstly, the coverage of compensation system differs in US, China and Swiss. In US, the compensation system covers economic compensation provided by commercial insurance, while in Swiss and China, both economic compensations are provided by state or country government. Besides, the amount and aim of economic compensations in China and US are to provide the minimum compensation for unemployed workers, while economic compensation in Swiss is provide an average living level for unemployed workers.
Secondly, the sources of compensation system in US, China and Swiss are quite different. The compensation source from China and Swiss are social welfare funds, while the compensation sources of US compensation system are from commercial insurance.
Thirdly, the recognition and emphasis of compensation system in US, China and Swiss are different. Swiss lays most emphasis on the completion and implementation of social and employment. US followed the example of Swiss, with a mandatory compensation system from commercial insurance, while the situation in China is quite tough with few people care for the implementation of compensation system (Zaharieva 2013).
4. Conclusion
In conclusion, the compensation system in US, China and Swiss varies from each other. With the same aim to provide a better life for vulnerable and unemployed workers, Swiss does the best among these countries, while China does the worst. US should learn from the example of Swiss and try to avoid tough situations in China.
