The rule of the people

In ancient Greece, democracy can be understood as "the rule of the people". For hundreds of years, scholars and great men at home and abroad have been drawing a blueprint for building a democratic society in which citizens can directly exercise power or elect representatives from them to form a management body (przeworshi, 1991). However, there are many factors restricting the development of democratic politics, such as humanistic factors and population size. In addition, these constraints gradually led to the formation of other politics, such as the rule of chaebols and the rule of thieves. This paper mainly compares and explains the differences between chaebol rule and thief rule, and discusses the ruling characteristics of President trump. Generally speaking, it first introduces the definition and characteristics of rich rule, and then expounds the meaning and characteristics of thief rule. It also makes a comparative analysis of the two kinds of politics. In addition, it also explains why Trump's decision to be elected president can be regarded as an American form of rogue rule. Finally, some more general conclusions are drawn.
Michael Brenner (2013) believes that the rule of the rich refers to the rule of the rich. The rich have the right to exercise public power, determine the political mechanism for power generation and exercise of power, and exercise power for the interests of the rich (Brenner, 2013). Political thinkers such as Alexis Tocqueville, Winston Churchill, Juan donozo Cortes and norm Chomsky also pointed out that under the rich system, the rich use power to meet their own purposes, which further exacerbates the class contradiction between poverty and cultivating classes (vierik, 2006; tupin, 1985). Japan is a typical rich country. As a capitalist democracy, Japanese political parties and politicians need to raise funds for their election political activities, of which a large amount of funds come from donations from financial groups. In this way, a series of opaque operations are inevitable, and corruption and bribery also appear. Financial groups play an important role in formulating foreign policy and some controversial issues.
As for the rule of thieves, it literally means the rule of Thieves (Oxford English dictionary, 1909). It refers to a government controlled by corrupt leaders who expand their personal wealth and political power by using their power to exploit the people and resources in their territory (Oxford English dictionary, 1909). In a country ruled by thieves, people can't find equality, economic freedom or principles. Leaders can weaken a country and let corruption eventually destroy all existing economic or cultural achievements. Russia is an obvious example. Karen Dawisha, a Russian political expert and professor of political science at the University of Miami, pointed out in Putin's Rogue rule: who owns Russia that "the essential feature of Putin's system is huge corruption, and he is the main beneficiary" (rodeheffer, 2015). Dawisha also pointed out that Putin became rich through theft. He made a lot of money when he was an official of K.G.B. in communist East Germany and served as the first deputy mayor of St. Petersburg in the 1990s. In addition, as director of the Federal Security Agency, he expanded his personal wealth by getting along with a group of trusted friends. Generally speaking, the greatest feature of rogue rule is that national leaders make themselves strong or rich by stealing people and natural resources in their own territory.
In addition, there are various similarities and differences between the rule of chaebols and the rule of thieves. First of all, most citizens cannot directly or indirectly exercise power in state affairs, or under the system of chaebol rule and thief rule, the problem is closely related to their interests. Moreover, both systems can lead to corruption. In addition, it is easy to distinguish between chaebol rule and thief rule. First, under the rich system, the government is ruled by the rich; Under the political system of thief rule, the government is ruled by a "thief". When the rich rule the government, they will meet their own purposes, while "thieves" often steal other people's wealth and resources in their own territory in order to expand their own wealth. Take Japan and Russia for example. Although the financial sector plays an important role in national politics, they do not make themselves strong by stealing wealth from others. Instead, they donate money in exchange for political power. At the same time, according to davisha, Putin's friends made a lot of money by offering bribes to domestic and foreign companies seeking business licenses, privatizing transactions, and getting kickbacks from non bidding contracts for inflated national projects. Those who get rich will donate their money to the Kremlin. Second, when it comes to the government class, the chaebol rule system belongs to autocracy, while the thief rule belongs to oligarchy. In addition, the two political systems have different effects on society. Chaebol rule is conducive to productive investment and social expenditure, while thief rule is not good. Otherwise, the rule of the chaebol will lead to class conflict and contempt of social responsibility, and people are often driven by personal interests.
As for president trump, he can be regarded as an American form of rogue rule, because his rule cannot be directly attributed to rogue rule or rich rule. According to the characteristics of the rule of the rich, the government class belongs to autocracy, while Trump's rule is more in line with oligarchy. Trump's son-in-law was appointed as a senior adviser, and his daughter served as an assistant to the president. At the same time, trump does not only to meet his own goals, but also often steals all wealth and resources from others to expand his personal wealth. Therefore, Trump's ruling cannot be regarded as the rule of the rich. In addition, according to Jonathan Chait (2016), "trump's Rogue rule is shocking and feels like old news". Two months before Trump came to power, he had destroyed two barriers against the rule of presidential thieves, namely, personal divestment and tax disclosure (Chait, 2016). On the other hand, trump is a wealthy businessman. He built his own real estate empire before the election, belonging to the rich class. In this regard, he is different from the typical leader under the thief political system. Overall, Trump's ruling can be seen as a form of rogue rule in the United States.
In short, chaebol rule and thief rule are two political systems in which citizens cannot directly or indirectly exercise their rights in state affairs or other issues closely related to personal interests. The rule of the rich refers to the rule of the rich, while the rule of the thief refers to the rule of the thief. Since Trump's rule belongs to autocracy and trump is a typical representative of the rich class, trump quickly destroyed two barriers against the president's thief rule, namely, personal capital withdrawal and tax disclosure. Therefore, Trump's rule can be regarded as an American form of thief rule different from the chaebol rule and the typical thief rule.
