Introduction

It is known to us that smoking is increasingly common among the vast majority of college students and more and more college students turn to smoking for help when they are in a bad mood. However, whether those college students should be allowed to smoke legally is heatedly debated over years while there is still no agreement reached till now. Some people argue that those who have reached 18 can be allowed to smoke because they have become an adult already when they are 18. But some health and legislators disagree about it and they hold that to booze and butts should not be one of the pleasures of college life and the minimum legal smoking age for college students should be 21. There is no doubt that the minimum legal smoking age for college students is better to be 21 rather than 18 when taking the below three aspects into consideration: the nurturing of children to be tobacco-free, the decrease of the possibility of forming the smoking habit, and the increase of the frequency for the clerks to check the age of the buyers of tobacco.

Minimum Legal Smoking Age Should Be 21

First and foremost, the minimum legal smoking age at 21 can provide a higher possibility of nurturing children to be tobacco-free when compared with the minimum legal smoking age at 18 so that it will benefit the public health more (Rich Barlow. 2015). The Hawaii law has specified that no drinking or smoking should be allowed until age 21, according to the BU researchers and those researchers are in approval of such law. To put it more specifically, BU’s William DeJong has said that the Hawaii law in raising the smoking age to 21 can play a role in promoting public health and it will definitely take effect in that it works with the drinking age (Rich Barlow. 2015). And the rationale why Hawaii would like to raise the smoking age lies in that it would like to decrease tobacco use among the youth so as to increase the likelihood that children will grow up to be tobacco-free, from the perspective of the Goveror of Hawaii named David Ige (Rich Barlow. 2015). As a matter of fact, other states have as well increased the smoking age to 21 in front of Hawaii, like the New York City. And it is added that over fifty Bay State municipalities that forbid the sales of tobacco to those under 21 (Rich Barlow. 2015) and those states all would like to follow the path that Hawaii led, which can well indicate that all those states have found the advantages of an older age of legal smoking. Otherwise they won’t make up the decision in setting up the minimum legal smoking age at 21.

Moreover, the fact that the older people are when they start to experiment with smoking, the less likely they may form a lifelong habit can as well justify for why smoking should be allowed at an older age of 21 rather than 18. Detailed speaking, the New York City has a proposal to raise the legal age of purchasing cigarettes to 21 from 18 (Katherine Schulten. 2013), even though the age 18 is old enough to drive, fight in wars and vote. Though it may seem inconsistent between the legal age of smoking and that to drive, fight in wars and vote, such inconsistency can right suggest the delicate attention the government has paid in considering the smoking issue among the young people. But Katherine Schulten continues to illustrate that the consistency in those ages is unnecessary and what matters is that whether those young people are ready for it or not (Katherine Schulten. 2013). Therefore it is as well proposed that young people’s lack of knowledge as for how quickly they can become addicted to tobacco and how hard it will be for them to quit smoking can perfectly show that young people at 18 are actually not ready for smoking. In order to show that an older age of 21 as the minimum smoking age is better, Katherine Schulten further states that the Synar Amendment, passed in 1992, had pointed out that the states should enforce and enact laws prohibiting the distribution or sale of tobacco products to people under 18 (Katherine Schulten. 2013). As a result, the percentage of children under 18 that smoke has dropped from 38.7 percent to 14 percent, suggesting the effectiveness of this amendment to a great extent. In this sense, it is obvious that any policy that can contribute to discouraging youth smoking should be seen as a big plus and those policies will definitely turn out to be effective in the due time.

Last but not the least, the minimum legal age for smoking at 21 can increase the frequency for the clerks to check the age of those young people when they purchase the tobacco (Campaign for Tobacco-free Kids. 2017). The case is that the clerks usually forget to check IDs of students when the minimum legal age for smoking is 18 and most 15- or 16-year olds may get the chance to purchase the products. However, when the age is increased to 21, the clerks will have the consciousness to check the IDs of the buyers because they will feel that the customers are too young to be 21. In so doing, some 15- or 16-year olds cannot smoothly buy the tobacco so as to effectively curb the use of tobacco more or less. Tobacco is so dangerous that its use should be strongly disapproved in order for the health of the youth so that it is a must to dissuade young smokers. And the clerks cannot sell their products to those below 21 in order for making higher profits out of selling more products.

However, what cannot be neglected is that there do have some states that have set up their legal smoking age at 18, such as Massachusetts (Paul Hsieh. 2015). At the same time, some young people can still have the access to tobacco despite the state ban on sales to them (Paul Hsieh. 2015). But what cannot be neglected is that if the minimum legal smoking age is set at 18, then the possibility for those young people to have access to tobacco will be far greater. According to this, a fair knowledge can be obtained that smoking should be allowed at an older age of 21 is better than its being set at 18.

Conclusion

To sum up, a reasonable conclusion can be drawn that the minimum legal age for smoking should be set at 21 instead of 18 when taking the following three aspects into consideration and those aforementioned three aspects are respectively the nurturing of children to be tobacco-free, the decrease of the possibility of forming the smoking habit, and the increase of the frequency for the clerks to check the age of the buyers of tobacco. The danger of the tobacco products should be taken seriously when the health of young people is taken into account. There is no doubt that the implementation of tobacco ban is difficult and both time- and efforts-consuming, it should still be strictly enforced in order to benefit those young people in the long run. Only in this way can the detrimental effects brought to those young people be reduced more or less.
