On the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China, the State has further relaxed its birth control by allowing all couples to have two children on the basis of the policy of allowing couples to have a second child if either parent is an only child introduced on the Third Plenary Session of the 18th Central Committee of the Communist Party of China in 2013, representing a move to cope with aged tendency of population . Many people vote for this policy out of protecting human rights, believing that reproductive right is a fundamental right for a citizen. But from my point of view, I do vote for the opposite side-China should carry out family planning policy, for the following reasons.

First, think of the present population situation: large population base, per capita resource shortage, limited environmental carrying capacity, and a series of problems resulting from that: resource shortage in education, healthcare and housing, environment pollution incurred during the process of rapid development in order to raise so many people. Population problem is closely related to the environmental problems, interacting on each other. In a certain stage of social development, certain geographical environment and productivity conditions, population growth should be maintained within an appropriate range in order to keep ecological balance and have access to sustainable development. This is more responsible attitude towards people now living in China.

Second, think over the starting point of policy of allowing couples to have two children-to cope with aging population and problem of supporting old people. In my opinion, we can’t tackle one problem by creating another problem. More people, or specifically, more young people, more children is not the key point in supporting ole people and keep the economy developing. People are worrying about being old is because they don’t have enough income, what the government should do is to reform the income distribution system and make technological innovations to cover effect of the labor shortage. After all, there are so many developed countries that face the problem of aging population. Larger population won’t be the right solution to this question.

Third, with the rising cost of raising a child in China, most people feel hard to have a second children, but the desire to have more children derived from traditional culture- I think people in developing countries want more children than people in developed countries- and the thought of they may raise their children at a relatively lower cost  if they don’t have much money will push them to have a second children, which is bound to lower their living standard and decrease the well-being.

Therefore, in view of the current situation in China, I vote for the family planning policy.
